BACKGROUND

UNICEF is directly involved in addressing gender-based violence (GBV) in some of the world’s most intense and complex conflicts and disasters. GBV in its various forms constitutes a global crisis which undermines social and economic progress; as one of the world’s greatest human rights violations, GBV must be addressed to ensure universal rights and principles with regard to equality, security, liberty, integrity and dignity of human beings.   Preventing and responding to gender-based violence in emergencies (GBViE) is recognized as a life-saving measure and an essential component of humanitarian action.As a lead agency in addressing GBViE, UNICEF has expanded its on-the-ground programming in recent years and made prevention of and response to GBViE one its targeted priorities in its Gender Action Plan (GAP) 2018-2021. The GAP is integrally linked to UNICEF’s Strategic Plan (SP) and provides a clear programmatic focus on the gender-equitable results that UNICEF aims to achieve across all areas of its SP.

UNICEF has a track record of leadership and innovation in the development of GBViE knowledge, evidence, programming and tools. In 2020-2021, UNICEF is embarking in developing new technologies for gender-based violence programming. Safe spaces for women and girls have been established as a key approach of reaching adolescent girls and providing them with key information, links to services, skills-building, peer connection, and support.  Yet, access to physical safe spaces is often limited for adolescent girls because of security concerns, gender norms, and domestic responsibilities. UNICEF has been developing a new platform to act as a virtual safe space for adolescent girls to access gender-based violence information. It will be expanded to cover topics beyond Sexual and Reproductive Health (SRH) to GBV, life skills, self-care and empowerment.

The aim of the proposed consultancy is to adapt the content currently used in Women and Girls physical safe spaces (face-to-face delivery) and to be delivered virtually on the VSS platform. Since the previous platform was decommissioned, the Consultant will support the design of the content during and after the development of the new platform. They will work closely with UNICEF’s GBV Tech Products Manager and tech companies (vendors).

Terms of Reference / Deliverables

 Under the supervision of the GBViE Specialist (Innovations and Service Provision) based at HQ, the Consultant will adapt the face-to-face content to be included on the platform. All content will be provided.

Additions to the content from the pilot include sections on general GBV information, psychosocial support (PSS), and linkages to remote and static response services, including case management and health. The consultant will work with the GBViE team at HQ to:

  • Identify the content framework for the second iteration of the expanded virtual safe space,
  • Make recommendations for the structure for existing modules to be converted into multimedia online content
  • Supporting the design during the development of the platform, providing guidance based on content needs and user needs
  • The Content should be adapted to different age groups (10-14,14-18,18-above), digital, and written literacy skills.
  • Lead the adaptation of the face-to-face programming content to multimedia content.

The consultancy will be home-based. Specific countries for support for pilot rollouts of the projects will be determined through country-driven demand, consultation with the GBV AoR, GBV Guidelines Team and UNICEF Country and Regional Offices.

Qualifications

1) Education

  • University degree (Master’s) preferably in instructional design, adult learning, educational technology,
  • Human-computer interaction or online and distance education desirable
  • Social science, design/media or management degree (project management, human resources, business administration, international relations, psychology, etc.) possible if complemented with relevant on the job experience.
  • Additional professional training in LMS (Totara/Moodle), programming languages (HTML, JavaScript, Java, etc.), an advantage.

2) Work experience

  • At least 5 years of professional experience working in the field of the design and development of online learning activities and resources for online applications or any related field.
  • It is highly preferable to have worked directly with women and girls and ideally in the field of gender equality or GBV programming.
  • Exposure to international professional contexts and/or multicultural environments within the United Nations Systems, preferably in UNICEF.
  • Prior hands-on experience in innovating and using modern technologies and methodologies to support UNICEF’s learning initiatives is desirable.

3) Competencies

  • Knowledge and experience with Articulate Rise, Camtasia or similar, modern authoring tools.
  • Strong pedagogical skills, capacity to develop self-paced e-information content.
  • Good understanding of graphic design for learning principles.
  • Knowledge and understanding of content management platforms and knowledge sharing tools are highly desirable.
  • Attention to detail, excellent organizational skills, ability to work well with others.
  • Ability to work with virtual teams
  • Excellent oral and written communication skills
  • Fluency in English is required. Fluency in Arabic is preferred. Fluency in another UN language is an asset.

Requirements:

  • Financial proposal that will include:
  • Technical Proposal as per the template provided
  • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
