BACKGROUND

Internet of Good Things (IoGT) is a mobile-ready website offering a data-light platform designed for feature and smart phone users originally developed by UNICEF’s Global Office of Innovation and scaled in partnership with Facebook’s Internet.org. In 2019, the platform transitioned to Programme Division – Communication for Development (C4D) Office to better institutionalize and integrate the platform within programming.

IoGT is bridging the digital divide to reach vulnerable populations with access to educational and lifesaving information. IoGT is available for free, without data charges, in 65 countries through partnerships with Mobile Network Operators and Free Basics by Facebook. To date, more than 40 million users have accessed IoGT since launch in 2015. IoGT hosts content modules in 23 languages.

The ambition of IoGT is to offer UNICEF and its partners a consolidated online resource to cost-effectively expand reach and impact with online delivery of programmes and services to target populations with a solution that proactively bridges the digital divide.

IoGT’s users include frontline workers, parents, caregivers, adolescents, and youth. Content on IoGT includes maternal health, hygiene, emergency information on diseases, HIV and sexual health advice for adolescents, internet safety, positive parenting techniques and more.

In 2021 IoGT received funds to accelerate the scale of IoGT in the Eastern and Southern Africa and South Asia Regions as part of the Scaling Innovation for Impact initiative. These funds allow for additional activities to support UNICEF’s programme delivery through IoGT and increase its usage by young people, women and girls, and frontline workers. UNICEF Programme Division Communication for Development is seeking a Data Consultant who can contribute to this work by providing technical support to Regional Office and Country Office teams; conduct monitoring and evaluation-related activities; and support the development of the IoGT platform’s data-related capabilities. The consultant will engage with survey data collected on the IoGT platform as well as site traffic data collected through Google Analytics.

The Data Consultant will also provide data analysis and visualization support for PD-Health Immunization related to Behavioral and Social Drivers of COVID-19 Vaccination (BeSD) survey data generated on IoGT platforms. This survey data, which serves to inform programmatic interventions at country and regional levels, will be collected together into a single dataset and visualization in order to analyse broader trends and draw comparisons and contrasts between audiences and locations.

Terms of Reference / Deliverables

In collaboration with and under the supervision of the IoGT Global Lead / SBC Specialist, the Data Consultant will be responsible for:

  • Providing technical assistance to UNICEF country offices in ESAR and ROSA on
    • Development, digitization, and implementation of surveys for the IoGT platform
    • Data analysis and visualization of data generated on the IoGT platform, including survey data and site traffic data
  • Conduct monitoring and evaluation baseline and first-wave analysis for key KPIs and targets, based on survey and site traffic data
  • Preparing analysis slide decks encompassing the data collection activities occurring under the IoGT Set-Aside Funding
  • Provide consultation to the IoGT software development vendor in their implementation of Apache Superset dashboards into IoGT’s administrative portal
  • Conduct analyses of IoGT data as necessary to inform programmatic interventions
  • Develop an interactive Power BI-based dashboard visualizing data from COVAX BeSD surveys conducted across UNICEF’s IoGT platforms

Travel to provide in-office technical support and training is a possibility for this role, but the ability to travel is not required. Working hours will be aligned to support offices in GMT+1 to GMT+5:45 time zones.

Qualifications

1) Education

  • Advanced University Degree related to data analysis or data science, or another field of science with a significant focus on analysis and presentation of various types of data

2) Work experience

  • Five years of progressively responsible work experience in data analysis or data science with survey and site traffic datasets, preferentially including experience in/with developing countries
  • A First Level University Degree in combination with (3) years additional qualifying experience may be accepted in lieu of the Advanced University Degree if relevant
  • Previous work with UNICEF (HQ or ROs) is an added advantage

3) Specialized skill requirements

  • Proficiency using Microsoft Power BI, including Power Query and deploying dashboards to the cloud
  • Proficiency using Google Analytics
  • Collecting, cleaning, manipulating and analysing survey and site traffic datasets

4) Additional specialized skills which are an advantage for applicants

  • Experience using HTML, CMS management, and specifically Wagtail CMS
  • Proficiency in R or Python including managing and manipulating data and accessing data via APIs
  • Experience deploying or using Apache Superset

5) Language

  • Proficiency in oral and written English is required

6) Competencies

  • An inquisitive and creative mindset, as well as excellent written and verbal communication skills for coordinating across teams and countries
  • Ability to communicate complex ideas in data analytics to relevant stakeholders
  • A passion for empirical research and for answering hard questions with data

  • Excellent project management skills

Requirements:

  • Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
