BACKGROUND
Reliable, timely and accessible data and evidence are essential for understanding how migration and displacement affect children and their families and for putting in place policies and programs to meet their needs. Currently there is insufficient data about children on the move. The prevalence of these data gaps is alarming because evidence simultaneously suggests that children are more vulnerable than adults.
UNICEF is working together with partners through various projects and activities including the PROSPECTS project to improve statistics and data with the goal to support evidence-based policymaking that protects and empowers children on the move and seeks a consultant to provide support. The Consultant will work together with the migration team in Data and Analytics Section in DAPM to support database management and data analysis work needed, particularly for the PROSPECTS project.
Terms of Reference / Deliverables
The incumbent is responsible for the following:
Prepare publication based on U-report poll as part of PROSPECTS project
- Continuous communicate with U-Report team in coordination with Migration Team and PROSPECTS partners
- Draft concept notes for poll (including objectives, methods, questionnaire, and analysis plan) in consultation with relevant partners
- Finalize questionnaire (incorporating received comments and feedback)
- Support the implementation of U-Report in target countries
- Analyze poll results of poll and identify key results
- Draft outline of report and key messages based on analysis
- Draft and finalize full report (incorporating received comments and feedback)
- Prepare other accompanying material (including web content) as needed. Coordinate publication of finalized report/brochure
Support PROSPECTS reports
- Provide data and analysis
- Provide inputs and review
Manage databases, conduct data analysis, and support PROSPECTS learning agenda
- Compile data and manage databases
- Develop country profiles/dashboard
- Conduct data analysis
- Provide support to the PROSPECTS learning agenda and produce learning course materials
Qualifications
1) Education
- University degree (M.A.) in social science, demographics or a relevant field;
- The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint and MS Outlook;
- Proficient in R programming.
2) Work experience
- Minimum of 8 years of progressively responsible professional work experience in data work;
- Advanced knowledge about migration and displacement;
- Advanced analytical and statistical skills.
3) Competencies
- Advanced communication skills both orally and in writing;
- Strong organizational, planning, and analytical skills;
- Ability to work in an international environment and under tight deadlines;
- Ability to take initiatives and work independently;
- Ability to work well in a team environment.
Requirements
- Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
- Financial proposal that will include:

- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
- Any other estimated costs: visa, health insurance, and living costs as applicable.
- Indicate your availability
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
