BACKGROUND

Reliable, timely and accessible data and evidence are essential for understanding how migration and displacement affect children and their families and for putting in place policies and programs to meet their needs. Currently there is insufficient data about children on the move. The prevalence of these data gaps is alarming because evidence simultaneously suggests that children are more vulnerable than adults.

UNICEF has been working to address data gaps and strengthen data capacity. With partners, it formed the International Data Alliance for Children on the Move (IDACOM) which has been called into being to address and overcome the challenges in data on migrant and forcibly displaced children. The IDCOM is composed of a group of experts mostly from national statistical offices, migration-relevant line ministries, international and regional organizations, NGOs, academics, and civil societies. UNICEF is the chair of the IDACOM secretariat. In addition, UNICEF is working together with partners through PROSPECTS and BLUEPRINTS (UNICEF-UNHCR Blueprint Data Working Group) projects to improve statistics and data with the goal to support evidence-based policymaking that protects and empowers children on the move. UNICEF seeks a consultant to help coordinate the work of the IDACOM, PROSPECTS and BLUEPRINTS and relevant data work in the migration and displacement area.

The Consultant will support the Senior Adviser in Data and Analytics Section in DAPM in coordinating and operating the IDACOM, BLUEPRINT, PROSPECTS and relevant activities, conduct analysis and research in the context of migration and displacement. This work will strengthen UNICEF’s evidence and policy acumen on children on the move and provide new evidence and recommendations to promote their rights at this critical juncture.

Terms of Reference / Deliverables

The incumbent is responsible for the following:

Coordinate and operate IDACOM

  • Support work of Secretariat Chair of IDACOM in day-to-day operations
  • Organize IDACOM Secretariat, Advisory Board, and Regular Members’ meetings including preparing presentations for meetings, minutes, and other relevant documents, organize interpretation where needed
  • Advance work of the IDACOM working groups and ensure working groups being on track for deliverables
  • Organize preparation and production of IDACOM’s annual report, including collecting information and feedback from members, synthesizing input, coordinating production process of research, data analysis, writing, design and input from UNICEF and other partners
  • Support production of advocacy documents, guidance materials, newsletters and other documents related to IDACOM work and general data work as needed
  • Develop IDACOM website mockup with data portal included
  • Organize IDACOM high level-panel in 2021 including identifying co-hosting partners, venues/format, agenda, invite external speakers and secure buy-in from senior management at UNICEF
  • Prepare annual IDACOM conference in 2021 including identifying co-hosting partners, venues/format, agenda, invite external speakers and secure buy-in from senior management at UNICEF

Coordinate Blueprint related work

  • Advance work of the BLUEPRINT data projects by preparing regular meetings, supporting relevant activities, coordinating with countries.
  • Organize monthly BLUEPRINT data working group meetings, coordinate regular communication and support relevant activities

Support PROSPECTS work

  • Coordinate activities and communication of D&A with UNICEF PROSPECTS focal point for relevant data work
  • Support the data work and learning agenda of PROSPECTS and relevant activities
  • Support the PROSPECTS reports and other documents as needed

Fundraising

  • Make fundraising efforts for IDACOM, BLUEPRINT and general data work on migration and displacement, create and update donor repository, pro-actively contact and set up and prepare materials for donor meetings; promote fundraising with PPD, PFP, and PD as well as ROs and COs.

Qualifications

1) Education

  • University degree in social science or a relevant field. 
  • The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint and MS Outlook.

2) Work experience

  • Minimum of 10 years of progressively responsible professional work experience in the area of migration or displacement.
  • It is essential that the individual has experience with, or in, multilateral institutions.
  • Extensive policy and operational experiences in partnership with states, government agencies, civil society, private sector and international organizations.
  • Experience in fundraising.

3) Competencies

  • Strong organizational, planning, and analytical skills.
  • Excellent written and verbal communication in English.
  • High level diplomatic and policy engagement skills.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Ability to take initiatives and work independently.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural and team environment.

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
