BACKGROUND

One of the programming approaches under the UNICEF’s WASH new strategic plan is to leverage public and private financing for scaled-up, sustainable WASH programs. UNICEF WASH teams globally are currently deploying a resource mobilization strategy to leverage the much-needed resources and accelerate progress towards SDG 6.1 and 6.2 on Water, Sanitation and Hygiene.  

The strategy objective is to empower UNICEF WASH staff to engage in financing discussions with governments, the private sectors and financial institutions and make informed decisions about where best to focus UNICEF’s partnerships efforts.  

With this as the focus of the WASH Partnership Team and its strategy, a Partnership Manager is now well established within the WASH Global Team and is developing and deploying the Resource Mobilization strategy.

Terms of Reference / Deliverables

Under the supervision of the Partnerships Manager, the consultant will create and develop partnerships, resource mobilization and event management tools to provide support for the successful deployment of the WASH Resource Mobilization and Partnerships Strategy. The consultant will also support with the identification, cultivation and stewardship of UNICEF’s WASH top partners and maximize resources and support for WASH programmes to achieve results for children. 

The Partnerships Officer consultant will also assist the team in the administration, implementation, monitoring and evaluation of partnership related activities including events and high-level panel discussions, the elaboration of content and briefing notes for UNICEF’s senior leaders and the provision of support for webinars and knowledge management products.

Detailed tasks and deliverables are outlined under following Work Assignment Overview:

India CO Virtual Field Visit

  • Creation of invitee lists, communication material and task lists for the delivery of the Virtual field visit

 Resource Mobilization Strategy Development

  • Create task lists to manage process of creation of the partnerships and resource mobilization strategy including creation of internal communication material, planning global meetings with stakeholders, writing meeting reports

 Partnerships and Resource Mobilization Tools

  • Re-develop, promote to colleagues, and update donor pipeline and activity tracker
  • Update database of donors, partners, and Key Contacts. 
  • Develop concept note and proposal format paper to share with colleagues and across WASH teams globally.
  • Collect donor communication materials and ppts, refine it and share it across WASH team

 Internal Communication Tools

  • Review, update and promote Resource Mobilization Share Point collaboration site
  • Plan support to the UNICEF WASH bulletin

 External Communication

  • Create communications materials for partners (donor communications and the materials needed for prospect engagement including briefing materials, slide decks and elevator speeches)
  • Create ad-hoc resource mobilization material – e.g. proposals, ppts, background documents

 Events, Field Visits and High-Level Panels

  • Provide support for external events and field visits (both virtual and in person) including development of invitee list, drafting and sending invites, drafting event reports
  • Collect internal and external contributions to events
  • Creation and maintenance of activities chart (GANT) for the delivery of events

 Internal Communication Support

  • Provide support for webinars and internal events including setting up virtual meeting platforms, drafting meeting invitations, manage IT in the background during webinars, events, etc.
  • Help putting together updates for internal stakeholders, including collecting updates for the global WASH bulletin
  • Support with preparation of briefing notes, event participation requests and other material aimed at the Office of the Executive Director and other UNICEF’s Senior Leaders

 Deliverables

General  

  • Monthly summary of activities completed

Partnerships and Resource Mobilization

  • Resource mobilization strategy working group meetings planned, material created and reports drafted
  • Resource mobilization tools re-developed, updated and shared
  • Donors presentations, proposals and other communication created or reviewed

External Communication and Events

  • Invitee lists, communication material, event reports and task list management done for external events
  • Coordinating external and internal team inputs for events  

Internal Communication and Webinars/Events

  • Coordination and formatting of briefing notes
  • Resource Mobilization SharePoint communication, collaboration and Teams sites maintained
  • Webinar recordings and summaries created
  • Briefing notes and event requests for UNICEF senior leaders created

Qualifications

 Education 

  • University degree in Business Management, Communication, Marketing, International Relations, Social Sciences, or related field is required. 

Work Experience

  • Minimum of 3-years-experience in fundraising from either private or public sector, marketing, communication, or event management is required

Technical Knowledge

  • Strong organizational skills and attention for details
  • Proficient ability to efficiently manage large amount of information and new cloud-based filing systems (i.e.: Microsoft SharePoint, Teams)
  • Demonstrated ability to research, capture and condense information in a well-structured way
  • Ability to manage events and webinars in zoom or other online communication systems. 
  • Good interpersonal skills and a proven record of strong collaboration within previous organization and with other external organizations.  
  • Understanding of the work of the UN, and UNICEF is an advantage.  

Languages 

  • Strong written and verbal communication skills in English are required.

Requirements:

  • Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference. 
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
