THE OPPORTUNITY
The Global Partnership to End Violence Against Children (End Violence) is seeking a Planning, Monitoring, Evaluation and Reporting Consultant to facilitate the planning process for updating the End Violence Theory of Change and developing its new three-year strategy. The successful candidate will lead the quarterly monitoring and reporting of key performance indicators, including the preparation of a country dashboard and donor reports, and liaise with key stakeholders to inform the strategic planning process. The Consultant will also support senior management and participate in governance meetings to ensure that activities, recommendations, decisions and action points are informed by policy calls and unified results for ending violence against children.
ABOUT THE END VIOLENCE PARTNERSHIP
Every year, over 1 billion children experience violence. Violence in childhood undermines all other investments in children: in their health, education and development, often with negative lifelong consequences and intergenerational impact. Recognizing the devastating impacts of violence against children, in 2015 world leaders committed to end all forms of violence, abuse and neglect by 2030, as part of the Sustainable Development Goals (SDGs). In July 2016, the UN Secretary-General launched the Global Partnership to End Violence Against Children and an associated Fund.
The End Violence Partnership includes governments, UN agencies, international organizations, civil society, faith groups, the private sector, philanthropic foundations, research practitioners, academics and children themselves – all uniting their voices, actions and resources in a unique public-private collaboration focused solely on achieving SDG 16.2: to end all forms of violence against children.
In its first four years, the Partnership has helped develop and promote evidence-based solutions to end violence against children; enrolled 31 governments as ‘Pathfinder’ countries; launched an innovative initiative with education sector partners to end violence in and through schools; awarded over $45 million in grants to projects aimed at keeping children safe online, safe to learn, and safe in humanitarian situations; welcomed over 500 organizations as members; and galvanized those working to end violence through collective advocacy and events including an inaugural End Violence Solutions Summit.
The COVID-19 pandemic has put children everywhere at even higher risk of violence and abuse and threatens to undermine progress made in recent years. But COVID-19 has also heightened awareness, inspired new collaborations and ways of working, and demonstrated
the value of the End Violence Partnership as a global platform for collective and evidence-based advocacy, action and investments.Together, we have a window of opportunity to start to translate the rhetoric of building back better into a reality for children in the coming years.
KEY RESPONSIBILITIES
In 2019, End Violence underwent a business model review to ensure that the End Violence Secretariat is financially and operationally positioned to deliver against its 2019-2021 strategy. The review’s recommendations included streamlining the Partnership’s governance structure and building the Secretariat’s capacity in monitoring, reporting and evaluation to harmonize workflows and strengthen the Partnership’s value proposition and overall management effectiveness.
Under the direct supervision of the End Violence Deputy Director and Fund Chief, the Planning, Monitoring, Evaluation and Reporting Consultant will provide support in implementing the business model review recommendations particularly in the development of the End Violence strategic framework and business plan for 2022-2024. The Consultant is expected to facilitate an inclusive, informed and intersectoral process in updating the End Violence Theory of Change for the next strategy and ensure that results-based management principles are applied in strategic planning. S/he will be responsible for coordinating regular progress review meetings and donor reports. The key deliverables and main responsibilities of the assignment are summarized below.

Roles and responsibilities
- Lead the monitoring, reporting and evaluation of the End Violence Partnership’s performance indicators to support strategic planning, governance and donor relations;
- Lead the process for updating the End Violence Theory of Change, Strategic Framework, Business Plan and M&E Framework, in consultation with the Deputy Director and external consultants;
- Assist in finalizing the End Violence Partnership Operational Handbook and update specific sections when needed;
- Prepare monthly, quarterly and ad hoc donor and governance dashboards and reports on the results achieved by the End Violence Partnership;
- Participate in governance meetings, and monitor and ensure that activities, recommendations, decisions and action points are within the scope of the strategy and workplan;
- Organize and facilitate internal quarterly progress review meetings;
- Support the Executive Office in the preparation of briefing notes, talking points, speeches, etc.
MANAGEMENT, LOCATION, TRAVEL AND DURATION
The Planning, Monitoring, Evaluation and Reporting Consultant will be on a UNICEF consultant contract and hosted by the Secretariat of the End Violence Partnership for six months. S/he will be an essential member of the End Violence team, a small, passionate group of professionals from across the world. The Consultant will report to the End Violence Deputy Director and Fund Chief.
Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. They are required to certify that they are covered by
medical/health insurance.
COVID-19 has prompted remote and more flexible working, and we do not expect to return to full-time office-based working within the next six months. Therefore, the location of the Consultant is flexible. However, US Eastern Daylight Time is lightly preferred to match with the work schedules of the team, but not mandatory for the right candidate.
PAYMENT PLAN
- Monthly payment is based on monthly tasks and progress reports, approved upon monthly review with supervising unit.
- The consultant is eligible for standard DSA for all work-related travel.
- The consultant is responsible for assuming costs for obtaining visas and travel insurance.
Visa Requirements
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G-4.
EXPERIENCE AND QUALIFICATIONS
The successful candidate must be fully knowledgeable about the work of End Violence or similar global partnerships, including technical, administrative and operational functions related to planning, monitoring, evaluation and reporting. S/he will be highly responsive, results-oriented and proactive, with a flexible approach to delivering high-quality outputs in a highly-collaborative multicultural environment.
Education:
- Master’s Degree or equivalent in Social Sciences, International Relations, Political Science, Communications or related field.
Experience:
- At least 5-7 years of relevant experience at national, regional and HQ levels, within the UN system or in similar international organizations; experience and formal training in results-based management, strategic planning and M&E; knowledgeable of the governance and business model of global partnerships, and the mandate, operations and activities of the End Violence Partnership and Fund; field experience in the areas of work of End Violence, including child protection, education-in-emergencies, and national capacity building; experience in providing administrative and technical support to senior staff, donors, government officials, CSO and private sector representatives.
Languages
- Fluency in English (both oral and written) is required.
- Knowledge of French and/or Spanish is highly desirable and preferred.
