Objectives:

To provide background and contextual analysis related to U.S. Government and Government of Guatemala priorities linked to Primary and Secondary Education.

To contribute to the technical design discussion and decision-making pre-solicitation release.
-
To contribute in the proposal development process with written technical inputs, one the solicitation has been released.
Scope of Work:
1. Phase #1, Conduct desk research to facilitate a landscape analysis that aligns with the Save the Children’s Capture Planning Matrix and informs the subsequent key informant interviews.
Desk research will be topline and primarily be focused on the following:
· Mapping of relevant existing and prior USG supported interventions, particularly USAID Activities, that supported primary and secondary education
· Providing notes that highlight key successes, challenges, and lessons learned from the projects mentioned in the RFI:
o Lifelong Learning
o REAULA
o Nexos Locales
o Puentes
· Mapping of education activities currently underway funded by other major donors such as the World Bank, JICA, Unicef, USDA, and GIZ
o Mapping should include: Dates, locations, funding amounts, objectives, key activities, successes, lessons learned (this last two to the extent possible)
· Outline of key Government and Ministry of Education priorities and policies to support Primary and Secondary Education.
o Include MoE’s Strategy “Aprendo en casa”, previous administration’s strategy Comprometidos con Primer Grado, and the Open Government Alliance (a presidential and global initiative that contains components relating to improving reading outcomes in early grades)
o For each strategy, highlight key objectives and components;
o Indicate to what extent the policy is implemented
o Identify key strengths and challenges (to the extent possible)
· Provide a summary of information on primary and secondary dropout rates of indigenous, women and youth, as well as the results shown at the municipal level in math and reading in previous national assessments.
· Review existing data on causes of dropout and highlight key causes and possible solutions if cited in documents
· Provide information on migration indicators in the prioritized municipalities.
2. Phase #2, Analyze and make recommendations for SC’s positioning and proposal and provide information for decision-making pre-solicitation release:
· Provide an executive report of Key findings from desk research.
· Include information on possible linkages and leverage points to other partners and to USAID existing projects.
· Recommendations for SC team linked to:
ü Provide technical recommendations and approaches to respond to the BEQT results and intermediate results.
ü Criteria for selecting target municipalities
3. Phase #3, Technical assistance in Proposal development:
Once the solicitation is released, contribute and collaborate with Save the Children as technical advisor in the proposal development process.
Consultant experience and profile: **
• Demonstrated experience in the development or design of USAID education projects (managing a project or being a CoP), especially projects implemented in the western area.
• Advanced university degree (master) in educational sciences, international development or social sciences.
• Excellent written and verbal communication skills in English and Spanish.
• Skills to research, write and organize information in a professional manner.
• Ability to meet deadlines and deliver quality information.
• Experience in working with different types of partners including civil society organizations, private sector, community organizations, among others.
