How can you make a difference?
The Adolescent Development and Participation Section (ADAP), UNICEF East Asia and Pacific Region Office (EAPRO) is seeking an individual consultant to coordinate with key programme sections and partner UN agencies (UNDP, UNESCO, UNFPA and ILO) to finalize the results of ongoing ADAP research initiatives, including the operationalization of dissemination plans at regional and country levels. The dissemination of the 3 key research initiatives will include alignment with Country Office (CO) 2021 work plans to ensure that the findings can be used effectively to push advocacy.
The incumbent will further provide technical assistance to CO Adolescent Development and Participation focal points to ensure quality end year reporting of results on second decade programming; liaise with RO programme teams to consolidate inputs for the Regional Office Annual Report and liaise with HQ ADAP teams on end-year reporting requirements. This assignment is focused on strengthening the evidence generation, progress monitoring and reporting component of the ADAP regional portfolio.
Work Assignment:
Under the direct supervision of UNICEF Regional Advisor, ADAP, the individual consultant will provide technical support to the ADAP Regional Office (RO) team to achieve the following tasks:
- Coordination with UNESCO, UNDP and ILO on the finalization of the 2 ongoing ADAP research initiatives (Green Jobs, Girls’ Entrepreneurship). This will include working with programme teams inside UNICEF EAPRO to secure final comments, liaising with the UN partner agencies to finalize the forewords page, and working with the Communications teams and CO ADAP teams on design, layout and publication of report. It will also include planning of key dissemination events for 2021, both at regional and national levels.
- Liaise with CO focal points to ensure the Annual Reporting process at CO levels highlight strategic results obtained on second decade programming, in line with the HQ guidelines. In particular, COs will be supported in the articulation of results achieved on adolescent participation, and contributions made on corporate priorities such as Generation Unlimited.
- Support the ADAP team in the Regional Analysis Report process during the first quarter of 2021.
Work Schedule and Deliverables:
- Final Report on Green Jobs and Youth Skills and Girls’ Entrepreneurship published and online dissemination on regional platforms completed by end of January 2021.
Dissemination plan (events, conference or others) for RO and COs in place by February 2021.
- CO annual report submission process supported between December-January 2021.
- Key good practices from CO compiled for Regional Analysis Report by end of January 2021
Estimated Duration of Contract: 45 working days during 1 December 2020 – 31 March 2021
Official Travel: The consultant will be based in the Bangkok UNICEF Regional Office. No travel is envisaged during this period.
To qualify as an advocate for every child you will have…
- Advanced university degree in social sciences, business, journalism, education, media, communication, or other relevant disciplines.
- Minimum five years of professional work experience in working with adolescents, cross-sectoral programme design, monitoring and evaluation and/or knowledge management, and documentation, with recognized technical expertise in the areas of adolescent programming, youth participation, 21st century skills, social innovations.
- Work experience and/or proven familiarity with countries in the East Asia and Pacific region is an asset.
- Fluency in English is necessary.
- Knowledge of any other languages spoken in the region would also be an advantage.
- Being based in Thailand is an advantage, given the urgency of the assignment and challenges to hiring experts from outside the country.
