Objectives of the Consultancy
The programme as designed in 2018 operates 7 Women and Girls’ Centres serving more than 14 villages (both Muslim and Rakhine) across the two townships. The centres were managed by roving staff from Mrauk U downtown who visited the centres every week to provide supervision and deliver awareness sessions and case management.
The programme has since had two big “shocks” that has affected how it operates. In 2019, conflict in Mrauk U and Kyauktaw increased to the point that office-based staff were no longer able to visit the centres in person. This access problem continues to the present day. In 2020, Myanmar union and local level government placed restrictions on group activities to prevent the spread of Covid-19. This further restricted access not only of the office-based staff, but of the community volunteers and participants in the villages. Despite these shocks, DRC has managed to continue running a programme with both prevention and response activities, with some key changes.
This consultancy is to document the challenges faced and identify the specific success factors that allowed DRC to keep programming in these difficult times.
Duties, Responsibilities and Deliverables
Participation in a meeting with the GBV and MEAL team leads to determine the primary focus.
Production of a short, qualitative only tool to collect data through phone interviews in English and in Myanmar (and Rakhine and Muslim language if possible).
Interviews with up to 10 representatives of the DRC GBV programme (DRC will identify the participants and facilitate the connection with them).
Production of a paper, in English, of around 10 pages that includes:
- An executive summary
- A brief background on the key challenges faced
- An explanation and discussion of key success factors identified, with examples of how these enabled the programme to keep going
- Recommendations of how DRC can maintain and improve its resilience during shocks
Duties:

The consultant will sign the code of ethics and will ensure full respect of humanitarian principles when approaching community members.

The consultant will sign DRC’s ‘confidentiality form’.
Deliverables:
A final report, in English, of around 10 pages that includes:
- An executive summary
- A brief background on the key challenges faced
- An explanation and discussion of key success factors identified, with examples of how these enabled the programme to keep going
- Recommendations of how DRC can maintain and improve its resilience during shocks
