How can you make a difference?

The Child Protection Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide training of PLH trainers, coaches, and facilitators for Ministry of Public Health.

 

Purpose of Assignment:

Due to the situation of violence against children, consequences of such violence, and the demand for and evidence of parenting interventions to reduce child maltreatment, UNICEF together with Oxford University, have provided support to Ministry of Public Health to implement Parenting for Lifelong Health (PLH) pilot project in Udonthani province during 2018-2020.  The project has 3 phases: 1) formative evaluation and programme adaptation (April – December 2018); 2) feasibility pilot (November 2018 – April 2019); and 3) randomised controlled trial (RCT) (May 2019 – January 2020).

For the feasibility pilot, the main research question asked was: What is the feasibility of the Thai adapted version of PLH-YC for low income families with children aged 2-9 years living in Udon Thani? Key findings from the RCT outcome evaluation that aims to test the impact of the PLH-YC programme on child maltreatment and harsh/abusive parenting with low-income parents of children aged 2-9 years, compared to services as usual.  Comparing the intervention to a control condition of services as usual at 3-months follow-up, researchers found that the programme reduced child maltreatment by 58%, abusive and harsh parenting by 44%, parent mental health problems by 40%, and child behaviour problems by 60%.  Parents also reported improvements in positive parenting, monitoring, and parental self-efficacy. Participants attended an average of 7 out of 8 sessions. Overall, parents rated the programme an average score of 9.4 out of 10, demonstrating a high level of satisfaction.

 

In order to prepare for the scale up of these benefits within the Ministry of Public Health, additional cohorts of facilitators will need to be trained to ensure that PLH-YC continues to be delivered at a high level of quality. A cadre of Thai trainers and coaches will need to be developed to supervise and support facilitators during programme expansion. The aim is to embed PLH-YC within routine service delivery by health workers at the community level, supported by provincial level monitoring systems, and funded through regular public health budgets.

 

Objective:

  • To make available a cadre of Thai trainers, coaches, and facilitators to support the scale up of PLH-YC program in Thailand through Ministry of Public Health.
  • To make available preventive services for at risk groups identified by Child Shield Information system.

 

Work Assignment:

  • Provide PLH training to MOPH team, and certify trainees as PLH trainers, coaches, and facilitators accordingly. 
  • Lead and oversee the development of remote training protocol, curriculum, and trainer manual for PLH for Young Children in English.
  • Methods: The training can be delivered online (due to travel limitation).

 

The consultant will be responsible for training materials, and will work closely with MOPH and the UNICEF Child Protection Team. The consultant will coordinate with MOPH to plan and organize all schedule including necessary meetings and trainings. The Child Protection Team will provide technical comments and advice and may in some instances participate in trainings.

To qualify as an advocate for every child you will have…

  • Qualified PLH Master Trainer.
  • Advanced university degree in psychology, early childhood development or other relevant technical fields
  • Minimum eight years of relevant professional experience of which one-year experience in facilitation  8 weeks PLH parenting programme.
  • Have experienced working in Thailand and understand Thai context.
  • Excellent communication skills.
