BACKGROUND

Globally, an estimated one billion people, including up to 10% of children have a disability. About 11% of the estimated one billion persons with disability worldwide do not have access to improved WASH services.

Access to clean drinking water and sanitation are recognized as a human right and fundamental to the attainment of other rights. For persons with disabilities, the right to water and sanitation is reinforced in the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) with equal access to services, facilities and information recognized under Article 9 on accessibility and Article 28 specifically addressing clean water services.

Access to WASH facilities by persons with disabilities provides direct benefits to health, education, social inclusion and dignity, and is fundamental to achieve human rights and development goals.

UNICEF has mandated through an Executive Directive that accessibility be consistently considered in all new programme-related construction, including WASH. In line with this executive directive and UNICEF WASH programme strategy (2016 -2030), the principles of inclusion and accessibility have been mainstreamed in WASH programming both in development and humanitarian contexts with the aims of meeting the basic needs and provide opportunities for persons with disabilities to fulfil their fundamental human rights to safe drinking water and sanitation services.

WASH programme is a major component of the Government of Norway-UNICEF Partnership Framework aimed at strengthening systems and capacity for disability inclusive programming in Africa. UNICEF WASH section is expected to provide technical support in the implementation and coordination of the WASH component of this initiative.

Terms of Reference / Deliverable

Under the supervision of the WASH specialist, the consultant will:

• Prepare guidance notes on data collection, monitoring and reporting of disability inclusive WASH programme.
• Conduct review of existing WASH capacity and develop capacity building plan for disability inclusive WASH programming.
• Organize webinars on disability inclusive WASH programming in collaboration with UNICEF regional and country offices.
• Support analysis and reporting of UNICEF disability inclusive WASH programme.
• Support documentation of UNICEF global, regional and country experiences on disability inclusive WASH programme.
• Provide technical support to regional and country offices on disability inclusive WASH programme planning, monitoring, reporting and implementation.
• Provide technical inputs to mainstream disability inclusive WASH programming in the ongoing process of developing 2022 to 2025 UNICEF Strategic Plan.
• Support the review of sanitation and hygiene and other relevant WASH documents for mainstreaming of disability inclusion.

Qualifications 

• Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Behavioral and other Social sciences; or another field relevant to WASH.
• A minimum of 8 years of professional experience in accessible and inclusive WASH programming. 
• A good working knowledge of recent developments and approaches on disability inclusive WASH programming. 
• Proven skills in analysis, synthesis and ability to communicate complex issues clearly and succinctly both orally and in writing.
• Strong communication skills (written and oral) in English are required.
• Excellent interpersonal skills and demonstrated experience working in a multicultural environment.
• Passion and demonstrated commitment to UNICEF’s mission and core values
• Background/familiarity with UNICEF’s WASH programme will be an asset.

• Financial proposal that will include:

  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.

• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
