BACKGROUND

UNICEF’s Strategy for WASH (2016-2030), identifies innovations and strengthening markets as a priority to ensure that all people have options for affordable and high-quality WASH services. This requires building new capacity and skills within UNICEF WASH to work with innovators and entrepreneurs, and to expand UNICEF’s typical networks and partners in the space of WASH innovations.

Duke University, UNICEF USA and UNICEF are jointly launching an innovation collaboration identify, assess, develop, build and scale sustainable solutions to the most pressing challenges facing children and youth around the world. The Duke-UNICEF collaboration will mobilize a community of practitioners, funders, and Duke faculty, staff, alumni to identify, assess, build capacity of, and scale sustainable solutions to pressing problems facing children and youth around the world.  

Terms of Reference / Deliverables

1. Ongoing coordination and technical support to the Duke-UNICEF Innovation Accelerator, including collaboration with partners at UNICEF USA, Duke University, and others to:

• Developed detailed work plan for accelerator with Duke University, UNICEF USA, and UNICEF
• Define criteria for the selection of participants in the accelerator, launch and manage an internal call using the criteria, and support the selection of participants;
• Review and provide input to curriculum to be developed by Duke University for participants in the accelerator, and coordinate review and input from UNICEF colleagues in Programme Division (WASH, Gender, and others as needed), Office of Innovation, Supply Division, and others as needed;
• Technical support to mentoring of accelerator participants and representation at face-to-face and virtual events as required;
• Determine a structure, process and timeline for UNICEF’s contribution to the Accelerator and provide quarterly updates;
• Document the Accelerator for UNICEF’s learning and potential future replication;

2. Technical support to build sustainable and equitable markets for WASH, including:

• Analyse UNICEF engagement with sanitation and hygiene entrepreneurs and innovators and produce a mapping through desk review of Country Office Annual Reports and programme documents and consultations with UNICEF staff.
• Develop a discussion paper and materials for UNICEF country offices to support engagement with entrepreneurs and enterprises active in sanitation and hygiene. 

Qualifications

(1) Education

• Public Health, Behavioural and other Social sciences, Engineering, Industrial Design, Public Policy, International Development, Business Administration, or another field relevant to international WASH related development assistance, sanitation, hygiene or innovations.

2) Work experience

• Five years of cumulative work experience in WASH related development assistance, with specialized experience in sanitation and/or hygiene programming.  Experience working with private sector and innovations will be considered an advantage.    
•  Familiarity with sanitation and hygiene, innovations, and market development;
• Experience working with research universities and innovation funds, with the experience in the design and administration of accelerators considered an advantage;
• Fluency in English is required. Knowledge of an additional UN language, particularly French, will be considered an asset.

Requirements:

• Financial proposal that will include:

  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.

• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
