BACKGROUND

UNICEF is required to present a summarized account of achievements, trends and challenges effecting children during the current Strategic Plan, 2018-2021 with a particular focus on 2021 in its Annual Report at the Annual Session of the Executive Board.

The Strategic Planning and Corporate Analysis team is seeking additional support to meet the increasing demands of the Organisation and its stakeholders to produce high quality materials such as corporate reports.

Under the direct supervision of the Chief of Strategic Planning and Corporate Analysis (SPCA), Programme Effectiveness Team (PET), Division of Data, Analytics, Planning, and Monitoring (DAPM), the consultant is expected to manage inputs and coordinate with respective HQ divisions in the development of the Executive Director’s Annual Report (EDAR) and related annexes as well as the Global Regional Programme (GRP) annual report throughout December 2021 to June 2022 period.

The consultant will be required to fulfil roles of both a writer and editor and serve as the core member of the team and will be expected to contribute to the development of EDAR, the GRP report and to produce high quality reports and materials related to each.

Terms of Reference / Deliverables

UNICEF will present its 2021 Executive Director’s Annual Report and annexes with the results of the implementation of the 2018-2021 Strategic Plan and Integrated Budget to the Executive Board at its Annual Session in June 2022.

The following deliverables related directly to the UNICEF Executive Board Sessions in 2022. Based on texts and technical inputs received from organisational units, and in close consultation with the supervisor:

  • Draft and edit the annual report for 2021 of the Executive Director of UNICEF

In addition, the consultant will provide support to the editing and/or writing of the followings

  • Annex 1: Report on the implementation of the integrated results and resources framework of the Strategic Plan, 2018–2021
  • Annex 2: Report on the implementation of the quadrennial comprehensive policy review of operational activities for development of the United Nations system
  • Annex 3: Working together to support implementation of the 2030 Agenda for Sustainable Development: Joint annex on implementation of the common chapter of the Strategic Plans 2018–2021 of UNDP, UNFPA, UNICEF and UN-Women
  • Annex 4: Data companion and scorecard to the annual report for 2020 of the Executive Director of UNICEF
  • Edit the 2020 GRP annual report

Qualifications

(1) Education

  • University degree in English, Communication, Public Relations, Media, Journalism or related field.

(2) Work experience

  • At least 5 years of experience of writing and/or editing in English.
  • Ability to make text succinct and persuasive and have high standards for effective written communication.
  • Thorough understanding of and work experience in results frameworks and results-based management is an asset

(3) Competencies

  • Strong writing skills in English is required
  • Excellent command of the English language and an eye for detail
  • Ability to work independently in a timely manner
  • Ability to meet deadlines
  • Ability to speak English fluently is required.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment

Requirements:

  • Completed profile in UNICEF’s e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference 
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
