TERMS OF REFERENCE FOR BASELINE STUDY ON
MAGUINDANAO AND BUKIDNON
I. About Nonviolent Peaceforce
Nonviolence Peaceforce (NP) is a nonpartisan international organization globally recognized for its Unarmed Civilian Protection (UCP) strategies in preventing violence, increasing safety and security of civilians, and strengthening local peace infrastructures across its programme locations. NP has been present in the Philippines for 13 years and has played a major role in the peace process of the Philippine government and Moro rebel groups.
With more than a decade of presence and substantial experience in the ground, NP has already established its network across eastern and western Mindanao and developed strong relationship with its civilian beneficiaries and partner civil society organizations (CSO). Currently, NP is working across 5 regions and 14 provinces in Mindanao. All initiatives and programmes of the organization are supported by multilateral and bilateral donors including, but not limited to—European Union, UNICEF, UNFPA, governments of Canada, The Netherlands, New Zealand, Belgium, Norway and Finland among others.
Project Background
The situation of young people, especially the vulnerable and marginalized Moro, Christians, and indigenous young people in rural and conflict-affected areas in the Bangsamoro region and northern Mindanao, calls for an intervention that will strengthen their capacity and participation in local peacebuilding efforts and contribute in addressing peace and security challenges in their communities through nonviolent means.
Nonviolent Peaceforce is committed to supporting women and youth in building and strengthening their capacity for engagement. Hence, the project called STREAM or STRengthening youth Engagement and Action towards a peaceful Mindanao is implemented in specific localities in two provinces in Mindanao.
The goal of the project is the Strengthened capacity and participation of young women and men in COVID-19 sensitive peacebuilding and non-violent conflict transformation in the municipalities of Datu Hoffer Ampatuan, Ampatuan and Kitaotao. With the following outcomes:

Young men and women have realized and use their role and potentials in local peacebuilding efforts responsive to COVID-19 situation.

Young men and women have access to protection and prevention mechanisms against conflict/violence and health emergencies/disasters
One of the initial outputs of the project is a Baseline Study which should look into the current state of participation or engagement of youth in peacebuilding, conflict and violence prevention and in health or disaster response, their needs, capacities and potentials among other elements to serve as a baseline reference information against which the impact of the project will be measured.
II. Objectives
The overall objective of this consultancy is come up with a baseline study on women and youth participation in peacebuilding and violence/conflict prevention and resolution and in overall community development where the youth are active players as members of Sanggunian Kabataan and/or grassroots-based community organization, especially under the present context of Covid 19 pandemic.
Specifically, the consultant is expected to deliver the following:

Gather baseline data that will provide evidence of women and youth’s role and participation in peace, security and community development.

Baseline Study Report covering the municipalities of Datu Hoffer Ampatuan and Ampatuan in Maguindanao and the municipality of Kitaotao in Bukidnon.
Methodology
The Consultant to be hired for the Baseline Study under this project will provide the following services:
- Provide advise on research framework and methodology for the baseline survey including developing of the tools related to NP’s project on ” STRengthening youth Engagement and Action towards a peaceful Mindanao STREAM”
- Conduct Survey, FGD and KII processes through actual facilitation, supervision and oversight
- Process baseline survey results
- Write-up of baseline study report including results and findings
- Prepare a powerpoint presentation of the results and findings
III. Preparation of the Technical and Financial Proposal
The consultant will submit a technical proposal that shall stipulate all the steps and approaches by which the consultant plans to perform the tasks.
The financial proposal should list itemized details of costs associated with the consultancy expressed in Philippine peso (PHP). It shall comprise consultancy costs like professional fees, travel and transport costs, stationery and other administrative costs. All costs shall remain valid up to forty-five days (45) from the day of proposal submission.
IV. Tasks of the Consultant
In close cooperation with the programme coordinator, the successful consultant will:
• Develop a proposal and work plan in designing the baseline study
• Review of literature and relevant publications
• Submit a work schedule and hold a meeting with NP periodically, preferably at every stage of development, so that feedbacks could be incorporated;
V. Consultancy Timeframe
The duration of consultancy will run for a 2-month period starting 01 JANUARY to 28 FEBRUARY 2021.
VI. Copyright and Ownership of the Study
Any and all documents produced under this consultancy shall be the sole property of NP and may be used for any purpose whatsoever without the need to consult with the author.
VII. Professional Fee and Mode of Payment
The professional fee will be inclusive of tax and the payment will be done according to the following arrangement:
Instalments Amount Timeframe
1st instalment- 20% of the total amount- Upon approval of consultancy proposal
2nd instalment- 40% of the total amount- After submission of First draft of the baseline study report and presentation to the Project Management
3rd instalment- 40% of the total amount- After completion of the Baseline Study and final packaged Baseline Study Report is submitted
The payments will be made in A/C payee cheques in the name of the consultant/company.
VIII. Consultant Profile and Qualifications
The consultant shall have the following qualifications:
• Preferably with a master’s degree in a relevant field in the area of planning, research, public policy, peace and development studies or equivalent;
• At least 5-8 years of progressively responsible experience in the field of documentation and research
• Proven ability and expertise in writing quality research outputs
• Must be result-oriented, a team player, exhibiting high levels of resourcefulness, enthusiasm, tact, diplomacy and integrity and can work under minimal supervision.

• Demonstrated previous experience in similar assignments and qualifications outlined in this TOR (provide 2-3 sample work)
• A financial proposal with a detailed breakdown of costs for the consultancy quoted in PHP.
