BACKGROUND
Since 2009, UNICEF’s Programme Division (PD) has initiated the UNICEF “WASH in Emergency Training”, in which 45 trainings had been successfully held by 2020. More than 800 UNICEF and UNHCR staff, and Stand by partners globally have been trained so far. The training package has been updated and amended from time to time, i.e., in 2013, 2016 and 2018. More recently, evaluation reports from the participants and feedback from Regional and Country Offices emphasized the need for a complete revision of the training package not only updating and amending the existing modules but inclusion of new and emerging areas e.g. Humanitarian and Development Nexus, Urban WASH in Humanitarian and Public Health Emergencies.
UNICEF WASH PD, in collaboration with UNHCR HQ and Global WASH Cluster (GWC) Cluster Advocacy and Support Team (CAST), is currently directly facilitating the training and is working towards creating a pool of facilitators from Regional and Country Office to ensure sustainability and continuity of the training program in the future.
Terms of Reference / Deliverables
The purpose of this consultancy is:
- To revise the standard UNICEF “WASH in Emergency” training package (see note below) based on feedback already received and recorded from various stakeholders as well as additional feedback the consultant will undertake.
- To review the Management Response to the recent WASH in Protracted Crises Evaluation for deciphering actions regarding additional modules that need to be included, conduct further interviews to collect further information regarding the additional modules and otherwise, co-organize and facilitate a workshop with UNICEF regional Offices, UNHCR and other stakeholders for collecting further information, etc. before revising the modules. The review process will be agreed to in consultation with the consultant at the outset of the assignment.
- To develop a user-friendly facilitator package for each of the modules so that new facilitators are able to deliver the content of the standard training package using adult learning techniques, targeted instructions and practice in training others.
The consultant will be provided access to the current training package, which is used by UNICEF, reports of the past trainings as well as reports on the outcome of the stakeholder’s consultations. Additional tailored training modules such as a short course (1/2 day, 2-3 days) and online course may be by-products of the standard training package.
NOTE: training package should include, but not be limited to the following:
- Workbooks to provide key concepts, basic information and examples
- References for key topics included in the training
- Handouts to support the training materials
- Job aids for guided instructions
- And any other materials that help to convey key concepts
The consultant is required to deliver:
Deliverables
1 To revise the existing 5-day training package of UNICEF “WASH in Emergencies” by closely working with UNICEF WASH in Emergencies and UNICEF WASH PD, the GWC CAST, UNHCR and other relevant Divisions and sections. The consultant is expected to read all existing material and reports from previous trainings and stakeholder consultations and collect additional feedback through additional interviews. Shorter training packages may be produced as by-products of the full package.
2 To facilitate a key stakeholder “online” workshop for obtaining inputs on revision of existing modules and addition of additional modules, including relevant recommendations from the WASH in Protracted crisis evaluation (as required).
3 To produce a full revised training package with a modular approach whereby certain modules can be included/excluded as per specific requirements of particular regions (where the training is conducted).
4 To revise and amend the existing “facilitator’s notes” for the modules which would be included in the revised training package.
5 To produce new user-friendly “facilitators notes” for the newly included modules.
Qualifications
(1) Education
- Master’s in civil engineering, public health, water supply and sanitation, engineering, social sciences, environmental sciences, public health/sanitation, or a related technical field is required
2) Work experience
- A minimum of eight (8) years of solid professional work experience (including at least three (3) years’ experience in capacity building and delivering/development of training) at the national and international levels in water supply/technology, environment health (sanitation, health and hygiene education for behavior change), water resources development, management or environmental health is required.
- Emergency field experience working in humanitarian situations, including deployment missions (with UN-Govt-INGO) is required.
- Familiarity with working with different international and national organizations, developing countries or emergency context is desirable.
3) Competencies
- Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is a strongly desirable asset.
- Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)
- The individual should be highly proficient in a range of PC/web applications, including but not limited to: MS Word, MS Excel, MS PowerPoint, and MS Outlook
Requirements:

- Financial proposal that will include:

- travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
- Any other estimated costs: visa, health insurance, and living costs as applicable.
- Indicate your availability
- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
U.S. Visa information:
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
