Context:
Trafficking in Persons (TIP) remains a contemporary challenge affecting every region and society around the world. Every country is affected, whether as countries of origin, transit or destination of victims of transnational trafficking, or as countries in which forms of national trafficking (involving nationals within national borders) occur.
The Government of Mauritius does not tolerate Trafficking in Persons and has demonstrated a high level of commitment in fighting TIP during the last decades. As part of its efforts, it has been working on developing a National Action Plan for some years now. Mauritius recognizes that finalizing a National Action Plan to combat trafficking with allocation of sufficient resources for its implementation while ensuring clear roles and responsibilities in the Action Plan, is of main priority.
Therefore, IOM is supporting the Government of Mauritius in its efforts to combat TIP by providing technical assistance to develop and finalize a comprehensive and effective national action plan.
Core Functions / Responsibilities:
Purpose of the Assignment
IOM Mauritius aims to contribute to combating-trafficking in persons in Mauritius through strengthening and improving the capacities and coordination of stakeholders through the provision of support in the development and drafting of a National Action Plan (NAP) against trafficking in persons (TIP) for Mauritius, including sections on monitoring, evaluation and reporting, and budget estimates.
The purpose of this assignment is to develop and finalize, in coordination with relevant stakeholders a NAP against TIP, which will ensure alignment of TIP response with national commitments and international standards.
Scope of the Assignment
IOM is seeking the services of a consultant to develop and finalize a National Action Plan to combat Trafficking in Persons in Mauritius. This assignment will be undertaken under the overall supervision of the IOM Head of Office, in close collaboration with IOM Experts and the Prime Minister’s Office of Mauritius.
Responsibilities
The consultant is expected to perform the following tasks / activities:
Ø Discuss the aim, purposes and objectives of the National Action Plan with IOM and the relevant stakeholders.
Ø Consult stakeholders to inform the National Action Plan.
Ø Present the best samples of CT strategy and National Action Plan implemented in other countries to the Committee for comparison.
Ø Develop the National Action Plan on TIP for Mauritius taking into consideration the country national law on combating TIP.
Ø Conduct meetings facilitating and supporting the relevant stakeholders in the discussion, make necessary changes and amendments to the NAPs and strategy upon feedback of the stakeholders, and finalize the document with the Committee.
Ø Include budget estimation and a monitoring and evaluation framework of the plan.
Ø Present the draft of the document to the Committee, for their inputs and comments.
Ø Amend and finalize the draft of the National Action Plan upon feedback of Committee.
Timeline
This assignment is expected to start tentatively in November 2020, but the actual timeline is subject to change based on the date of the agreement to be signed between IOM and the Consultant. The assignment shall be completed no later than end of December 2020.
Deliverables
The consultant is expected to deliver, through electronic submission, the following:
(i) Inception report: the consultant will be expected to prepare an inception report including methodology as to how they will approach the assignment. This will include the breakdown of work, timelines and overview of stakeholders to be engaged during the assignment;
(ii) Draft National Action Plan: The Consultant will be expected to consult stakeholders and present a draft National Action Plan with IOM for review and validation. The consultant will present the draft of the document to the Committee, for their inputs and comments. This presentation will include an overview of budget estimates and a monitoring and evaluation.
(iii) Final National Action Plan: The Consultant will produce a final written National Action Plan, including budget estimates and a monitoring and evaluation framework. The final NAP will also include a summary brief, which will act as a quick reference.
Deliverables
· 30% upon satisfactory completion of Deliverable (i);
· 30% upon satisfactory completion of Deliverable (ii);
· 40% upon satisfactory completion of Deliverable (iii).
Required Qualifications and Experience
The successful consultant should have a minimum of the following qualifications and experience:
Education
· Completed University/master’s degree, preferably in Social Sciences and/or in Migration and Human Trafficking or in other related fields. Or, alternatively, an equivalent combination of training and practical experience in the area of counter-trafficking, planning, developing, implementing, monitoring, evaluating and reporting on TIP Strategy and National Action Plans;
Experience and skills
· Experience in developing and facilitating the development of strategies and National Action Plans, preferably in the area of counter human trafficking;
· Experience in facilitating working groups and discussion and actively engaging members;
· Working experience with senior officials within government, inter-governmental, and nongovernmental organizations.
· Full computer literacy, including familiarity with research tools.
· Proven capacity to coordinate all administrative and technical aspects of the consultancy.
· Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships
Languages
Fluency in English is required.
