Position Title: Consultant – Gender & Border Management Training Expert

Duty Station: IOM Regional Office for Middle East and North Africa in Cairo, Egypt

Type of Appointment: Consultancy Contract, Two Months

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context and Scope:

Objectives:

Migration is a gendered phenomenon. By recognizing the gender dimensions of migration, understanding them, and ultimately embedding them in all migration management processes, migration services can become more inclusive of all and more responsive to everyone’s needs. Furthermore, it would help border management officials to respond to individual migrants more precisely and appropriately, ultimately resulting in more effective and adequate migration management.

Within the field of Immigration and Border Management (IBM), gender is a largely overlooked terrain, especially in the Middle East and North Africa (MENA) region. IOM projects in the area of IBM, traditionally a field focused on technical cooperation, are increasingly addressing the gender-dimensions of migration management.

Scope of the Services:

Under the overall guidance of the Senior Regional Immigration and Border Management Specialist and the direct oversight of the Immigration and Border Management Specialist, the consultant will build on the collaboration and seek further synergies with relevant colleagues in Regional Officer Vienna, who are undertaking a similar project.

The Consultant’s primary responsibility is to contribute IOM’s Regional Office in Cairo efforts to enhance the practices of mainstreaming gender throughout the field of immigration and border management the MENA region. The consultant will contribute to the project on developing a gender training for all relevant staff in the MENA region by developing essential training modules on mainstreaming gender into specific immigration and border management sub-thematic fields.

The consultancy should include (i) a review and mapping of relevant knowledge, trends, and good practices on gender dynamics of selected IBM sub-thematic areas and programmes, both within and outside of IOM and (ii) the development of the training material for each module on the selected IBM sub-thematic area/program.

Core Functions / Responsibilities:

  1. Prepare and submit a work plan:

Based on the details as outlined in this TOR, the consultant will provide a detailed work plan that will be discussed and finalized with IBM Specialist and coordinate with the Senior Regional IBM Specialist.

2- Collect knowledge:

The consultant will collect and carry out a review and mapping of the existing knowledge, trends, and good practices on the gender dynamics of selected topics under IOM IBM’s portfolio, both within and outside of IOM. A minimum of two and a maximum of three topics will be selected based on the results of the Training Needs Assessment (not part of this consultancy) and in coordination with relevant thematic IOM colleagues. These topics could potentially include counter migrant smuggling, border and information solutions, search and rescue of migrants, and community policing.

3- Develop training material for selected training modules:

Each selected topic will have a dedicated training module, consisting of: presentation slides; presentation script; teaching tools like handouts, visual aids, exercises; knowledge assessment and training evaluation tools; and an info sheet. The training materials will be drafted in English, using the appropriate design and lay-out, and submitted to IOM in digital copies.

For the development of the training methodology, a strong focus will lay on the input of participants, sharing experiences of challenges and lessons learned, as well as exercises to practice the use of available tools. The training material should be available to be used in both in-person and virtual modalities.

4- Coordinate feedback and revision:

In close coordination with the supervisors, the consultant will coordinate the revision of the draft material by collecting feedback from relevant IOM colleagues and revising the training material accordingly.

Tangible and Measurable Outputs of the Work Assignment

  1. Deliver a detailed workplan including the relevant tasks, deadlines, and coordination.

  2. Deliver a training material as described in this TOR for each selected training module.

Realistic Delivery Dates and Details as to how the work must be delivered:

  1. The expected date of first draft training material delivery is 6 weeks after start of contract.

  2. The expected date of FINAL training material delivery is 8 weeks after start of contract.

Required Qualifications and Experience

Education

· Advanced university degree from an accredited academic institution in Social Sciences, International Relations, Law Enforcement, Development Studies, Migration Studies, Gender Studies, Human Rights, Law or related fields; or

· University degree in the above fields with eight years of relevant professional experience.

Experience

· Five years of relevant international professional experience in the area of migration, border management / law enforcement and gender;

· Experience in development and delivery of training programs, including training of trainers;

· Experience in working with international intergovernmental organizations;

· Expertise in the area of mainstreaming gender in border management;

· Work experience in the region is an advantage;

· Strong analytical, writing, and presentation skills;

· Demonstrated outstanding time-management and inter-personal skills;

· Ability to work independently with regular and open communication and coordination;

· Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Languages

Fluency in English (oral and written) is required.

Other:

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible for following IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

A prerequisite for taking up the position is legal residency in the country of the duty station, and work permit, as applicable.
