Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The Global Compact for Safe, Orderly and Regular Migration was adopted at the Intergovernmental Conference to Adopt the Global Compact for Safe, Orderly and Regular Migration in Marrakech, Morocco, and subsequently endorsed by the General Assembly in its resolution 73/195 of December 2018. The Global Compact sets out a cooperative framework for achieving safe, orderly and regular migration, including 10 overarching guiding principles and 23 objectives with attendant actions and a process for its implementation, follow-up and review, as well as guidance for support from the United Nations system.
According to the Department of Economic and Social Affairs of the Secretariat, the estimated number of international migrants is nearing 272 million. Over the past several decades, migration has become increasingly complex, due in part to political, environmental and socioeconomic changes in countries of both origin and destination. In this context, the Global Compact is based on the recognition that no single State can effectively govern migration without principled and effective international cooperation. The Global Compact creates a comprehensive 360-degree approach, and a common language, for discussing migration and provides tools for implementing well-governed migration policies.
In 2020, the Philippines was recognized as a GCM “Champion Country” by the UN Migration Network for the implementation of the Global Compact for Migration. The selection of the Philippines is driven by the country’s leadership and support of the GCM including the consideration of migration as a priority policy area. This is demonstrated by the GCM being mainstreamed into 9 out of the 15 main chapters of the updated Philippine Development Plan (PDP). The entire Chapter 21 “Protecting the rights, promoting the welfare, and expanding opportunities for Overseas Filipinos” of the PDP was also dedicated for the economic and social development for Filipino migrants, which includes indicators on documentation and enrollment to services for Overseas Filipinos and provision of reintegration assistance for returning Overseas Filipinos. The PDP establishes a benchmark for relevant government agencies in assessing how the Philippines is achieving the GCM’s objectives and commitments, both as a migrant-sending and a migrant-receiving country. Further, in the pending formulation of the Department of Overseas Filipinos, all 23 objectives are featured in the preamble and their principles are enshrined throughout the legislation, which is a global first.
Nature of Consultancy: The Migration Multi-Partner Trust Fund has directed resources towards the Joint Programme “Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE)”, which seeks to support the implementation of the GCM at the request of the Philippines. In particular, the Government has identified Objective 6 (Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work) and Objective 21 (Cooperate in facilitating safe and dignified return and readmission as well as sustainable reintegration) as priority GCM objectives, both of which are connected to the UN’s Sustainable Development Goal (SDG) Target 10.7 (Facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies) and Target 8.8 (Protect labour rights and promote safe and secure working environments for all workers, including migrant workers, in particular women migrants, and those in precarious employment). Both the GCM Objectives and SDG Targets reflect the strategies laid out for Overseas Filipinos in Chapter 21 of the updated PDP.
IOM Project to which the Consultancy is contributing: As part of this project, IOM is seeking a consultant to support the implementation of activities under BRIDGE.
Core Functions / Responsibilities:
The GCM encourages all Member States to develop practicable, ambitious national responses for the implementation of the compact, in particular through the voluntary elaboration and use of a national implementation plan (GCM, para. 53). However, a one-size-fits-all approach to GCM implementation is difficult due to the highly varied contexts in which migration transpires; the different capacities, resources, institutional and legal frameworks of States; as well as the shifting challenges, opportunities and needs of migrants in any given context.
In the Philippines, however, the process for identifying priority areas for GCM implementation has been determined by the Government to focus on two specific objectives for immediate action:
- Objective 6: Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work.
- Objective 21: Cooperate in facilitating safe and dignified return and readmission as well as sustainable reintegration.
In line with the GCM’s 360-degree vision and framed within the request of the Government of the Philippines (GoP), IOM is seeking to establish and ensure coherence with policy processes and practices between the two areas of fair and ethical recruitment and sustainable reintegration, and to further build coherency with wider policy planning processes, including those to implement the Sustainable Development Goals (SDGs) of UN’s 2030 Agenda as per UN Network on Migration Core Working Group 2.2 draft guidance for country offices. In this regard, IOM is seeking technical support for the UN Joint Programme “Bridging Recruitment to Reintegration in Migration Governance: Philippines (BRIDGE)” which seeks to support the GoP in achieving Objectives 6 and 21 through the lens of the GCM Thematic Area 4: Facilitating regular migration, decent work and enhancing the positive development effects of human mobility. This will involve a gap analysis, development of a national action plan validated through multi-stakeholder engagement and the development of a monitoring and evaluation framework and subsequent training to ensure progress on meeting the GCM objectives in addition to the related SDG.
The consultant shall work independently with minimum supervision; however, specific guidance and reporting requirements from the project team in the IOM Country Office shall be followed.
Service to be provided
Seeking to improve alignment of policy and practices to GCM objectives on fair and ethical recruitment and sustainable reintegration, the consultant will be overall responsible for:
- Desk review and gap analysis on the alignment of local policies and programming to GCM Objectives 6 and 21 in the Philippines context
o Gather and analyze existing recruitment and reintegration materials, policies, and practices to review existing structures and mechanisms to establish an evidence base for key recommendations.
o Analyze gaps and identify methodology to update and align current recruitment and reintegration policies and practices, taking into account the Philippine context, the specified GCM objectives and related SDGs.
o Facilitate multi-stakeholder meetings to validate initial findings.
- Development and validation of a National Action Plan (NAP) and related key results-based indicators on meeting GCM Objectives 6 and 21 in the Philippine context
o Draft a National Action Plan to align and achieve specified GCM objectives and associated SDGs based on validated findings.
o Facilitate multi-stakeholder validation meetings on the National Action Plan.
o Consolidate feedback of validation and finalize the National Action Plan ready for publication.
- Establishment of monitoring and evaluation framework and related tools to measure progress on meeting GCM Objectives 8 and 21 and associated SDGs.
o Review existing national and international monitoring and evaluation and/or indicator frameworks related to the PDP, GCM, and SDG to identify areas of relevance and complementarity.
o Draft the monitoring and evaluation framework and related tools for the National Action Plan for GCM and related SDGs following international standards as set by the UN Migration Network, for the use of Government counterparts and the country-level UN Migration Network.
o Draft Terms of Reference for Evaluation of the NAP by providing clear purpose, objective, scope, evaluation criteria, evaluation questions, evaluation approach and design, as well as expected timeline.
o Facilitate multi-stakeholder validation meeting to confirm understanding and functionality targets of partners on the developed material.
o Consolidate feedback of validation and finalize the framework and tools to be ready for use and adoption.
- Develop and deliver a brief virtual training session on the finalized framework and tools to Government counterparts and country-level UN Migration network end-users who will lead/coordinate the monitoring and evaluation functions of the NAP.
Note: At the onset of the service, the IOM project team will set an inception meeting to go over deliverables and approaches. Upon inception, IOM will set reporting requirements such as regular check-in calls and meetings.
Tangible and Measurable Outputs of the Work Assignment
Payment of the service fee will be made upon accomplishing the deliverables, as follows. Each payment is subject to the submission and approval of the corresponding deliverable.
Deliverable 1 – One (1) analysis report of the existing GCM materials; One (1) outline of the policy recommendations and National Action Plan. Payment tied to the deliverable – 10% Upon submission and approval of the deliverable.
Deliverable 2 – One (1) set of draft policy recommendations and National Action Plan. Payment tied to the deliverable – 20% Upon submission and approval of the deliverable.
Deliverable 3 – One (1) set of final policy recommendations and National Action Plan. Payment tied to the deliverable – 20% Upon submission and approval of the deliverable.
Deliverable 4 – One (1) outline of GCM monitoring and evaluation framework. Payment tied to the deliverable – 10% Upon submission and approval of the deliverable.
Deliverable 5 – One (1) set of draft GCM monitoring and evaluation framework. Payment tied to the deliverable – 20% Upon submission and approval of the deliverable.
Deliverable 6 – One (1) set of final GCM monitoring and evaluation framework; One (1) virtual training session on the use of finalized framework and tools. Payment tied to the deliverable – 20% Upon submission and approval of the deliverable.
Realistic Delivery Dates and Details as to how the work must be delivered
At the onset of the service, the project team will set an inception meeting with the selected consultant and to go over deliverables and measurable outcomes and/or inputs. An inception report will be submitted by the consultant afterwards, detailing specific tasks and deadlines.
The assignment will run for six (6) months. These are the proposed activities within the given timeframe (indicative only):**
Month 1 – Inception meeting, preparation/submission of inception report. Collect and consolidate existing recruitment, reintegration, and GCM materials. Submit the analysis of the existing GCM materials, and the outline of the policy recommendations and National Action Plan.
Month 2 – Facilitate multi-stakeholder consultation meeting. Submit the developed policy recommendations and National Action Plan and present internally to IOM.
Month 3 – Facilitate multi-stakeholder validation meeting. Finalize policy recommendations and National Action Plan for publication.
Month 4 – Collect and consolidate additional GCM materials as needed to develop the monitoring framework. Submit outline of the framework.
Month 5 – Submit developed monitoring and evaluation framework and tools and present internally to IOM. Facilitate multi-stakeholder validation meeting.
Month 6 – Finalize monitoring and evaluation framework and tools. Train end-users on the use of the finalized framework and tools.
Performance indicators for evaluation results
- Satisfactory completion of tasks specified in the ToR based on supervisors’ performance evaluation.
- Planning, organization and timeliness for managing and delivering outputs.
- Quality of data and information collected and analyzed, quality of policy recommendations, action plan, and monitoring and evaluation framework and tools developed.
- Satisfactory organization of consultation and validation meetings, including training session on the developed framework and tools.
Required Qualifications and Experience
Relevant project/programme experience at the national and international level relevant to the scope of work listed above is preferred. Samples of previous work and publications may be requested in the selection process. Knowledge and familiarity with recruitment and reintegration policies and practices, as well as migration issues and international documents such as the GCM and SDGs, is a major advantage.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
