Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The consultant will report directly to the Head of IOM Sub Office in Cotabato. The consultant will be required to work independently with minimum supervision; however, specific guidance from the project team in IOM Cotabato Sub Office as well as technical team in IOM Country Office (particularly the Monitoring and Evaluation team) should be followed.

Nature of Consultancy: To conduct baseline survey and provide data analysis for IOM’s project “Improving Migrant and Community Preparation and Awareness to Counter Trafficking (IMPACT-BARMM)”.

Duration of assignment (consultancy) is 3 months (full time). The consultant will be based in the field (reporting to IOM Cotabato Sub-Office).

IOM Project to which the Consultancy is contributing: “Improving Migrant and Community Preparation and Awareness to Counter Trafficking (IMPACT-BARMM)”. Human trafficking is prevalent across the Philippines and to a high degree in the nascent Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), where weaker institutions, inadequately capacitated technical personnel and overall lack of community awareness pose a complex challenge to effective detection, mitigation and prevention efforts. The IMPACT-BARMM project aims to reduce the prevalence of Trafficking in Persons (TiP) in the region through a scalable and replicable model that acts at both community and institutional levels to empowers the most at-risk communities to identify and prevent Trafficking in Persons (TiP) and unethical recruitment practices leading to forms of modern slavery. Core Functions / Responsibilities:

1. Develop baseline methodology, survey tools, and an accessible database to be used for the baseline survey to collect relevant and responsive data to the trafficking context in the BARMM, as per the project document. The baseline survey should draw a range of data from communities including trafficking-in-person (TiP) trends and contemporary recruitment practices, and data on the communities’ potential underlying socioeconomic vulnerabilities.

2. Train community survey enumerators who have the necessary skills and profile to gather the intended data.

3. Undertake pre-survey coordination with provincial local government units (LGUs) and other local government authorities in BARMM, to ensure safety and support for IOM enumerators in the roll-out of the survey.

4. Consolidate, compile and analyse the collected baseline data and present it in the format accessible and comprehensible to the project teams and external stakeholders.

5. Validate the survey results in coordination with IOM project team, through validation workshops involving wider target communities and their governing bodies, to enhance accuracy and add context to the result.

6. Upon completion of the validation, produce a digestible report which includes through analysis and recommendations, to be published and presented to stakeholders and disseminated through the anti-TiP data management working group’s sharing platform.

7. Act as the primary liaison point for the project milestone “Consolidation of baseline data” (see the project document) and be ultimately responsible for the delivery of all the tasks.

Tangible and Measurable Outputs of the Work Assignment and Realistic Delivery Dates and Details as to how the work must be delivered:

• Submit a detailed survey plan describing the survey methodology, list of prospective survey tools to be developed, milestones, and activity schedule (by Week 2)**
• Submit survey tools and database, and conduct a brief presentation to explain the tools and database to the IOM team (by Week 4)**
• Conduct training of community survey enumerators (by Week 4) **
• Submit a preliminary draft report on the baseline survey results (pre-validation) (by Week 10)**
• Submit the final report on the baseline survey results (publishable format) (by Week 12).

Note: at the onset of the consultancy, the project team will set an inception meeting between the consultant and the project team to go over deliverables and measurable outcomes and/or inputs. An inception report will be submitted by the consultant afterwards, detailing specific tasks and deadlines over the course of the consultancy.

Required Qualifications and Experience

Education

Master’s degree or higher in a relevant field (such as development studies, conflict studies and other areas of social/political science) is an advantage.

Experience

Relevant research, project/programme experience at the national and international level relevant to the scope of work listed above is preferred. Knowledge and familiarity with the cultural, political and social context of BARMM, as well as language proficiency in one or more major local languages in BARMM, is a major advantage. Samples of previous research work and publications may be requested in the selection process.

Performance indicators for evaluation of results:

• Quality and timeliness of the expected deliverables
• Strong communication and stakeholder management skills, including communication and coordinating with IOM team members, survey enumerators, communities, local governments, as necessary.
• Ability to work independently with little supervision.
• Experience working with IOM, UN agencies or other non-profit organizations on similar projects/programmes.

Languages

Fluency in English, written and oral, is required.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

Copyright

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Applications received later or that do not specify the name of the call will not be considered.
