Consultant Law Enforcement Expert (Focus on Counter Terrorism)

Background

The Terrorism Prevention Branch (TPB) of UNODC is one of the United Nations key providers of counter-terrorism technical assistance in the legal, criminal justice and related areas. The objective of the technical assistance activities of the TPB is to strengthen the legal regime and criminal justice capacities to counter terrorism. It does this by providing legal advice to States to become parties to the universal legal instruments related to terrorism, by assisting States to incorporate their provisions into national legislations, and by providing capacity-building support to criminal justice system entities, especially training of criminal justice officials. The focus is increasingly on capacity building support. The purpose of this consultancy is to obtain specialized substantive expertise, especially on investigation techniques (special investigation techniques and analyzing intelligence), and international police cooperation matters, for implementing technical assistance initiatives, including specialized publications and training tools, for Sub-Saharan Africa, especially Sahel/West and Central African countries. This consultancy will contribute to strengthen criminal justice measures against terrorism and violent extremism compliant with the rule of law and human rights. In the context of the COVID-19 emergency, project work plans are being adapted to sustain much needed support to CT stakeholders through online means, to mitigate the impact of travel restrictions and other restrictions imposed by national governments in the region on gatherings of given numbers of people. Whilst one hopes that those restriction can be lifted soon one should bear in mind that restrictive measures can be strengthened by Governments on an ad hoc basis depending on developments of the health emergency. The narrative of certain terrorist groups and a number of high profile attacks that have taken place since the emergency situation has been affecting the West Africa region suggest that the terrorist threat is increasing in this uncertain period of time. Consequently the criminal justice stakeholders, in particular the specialized CT Poles and investigative units, cannot afford suspending their efforts to curb the terrorism threat. More than ever they need continued support in order to maintain ongoing investigations prosecutions and trials related to terrorism, and to initiate new ones, whilst taking into account the restrictive measures to counter the COVID-19 pandemic.

Duties and Responsibilities

Under the overall guidance of the head of the Terrorism Prevention Unit in ROSEN and the supervision and substantive guidance of the responsible officers in ROSEN and TPB/ISSII, the consultant will:
(i) Provide specialized substantive expertise, especially on investigation techniques (special investigation techniques and analyzing intelligence), and international police cooperation matters, for implementing technical assistance initiatives, including specialized publications
and training tools, aimed at strengthening criminal justice measures against terrorism and violent extremism compliant with the rule of law and human rights;
(ii) Contribute to the planning of, delivery of and reporting on technical assistance activities and related substantive tasks;
(iii) Contribute to resource mobilization efforts, primarily by contributing to the elaboration of programme proposals tailored to the needs and specific situations of the Sub-Saharan African countries.
At the end of the contract, as determined by specific assignments, the Consultant will have:
(1) Successfully organized and/or substantively contributed to meetings and workshops with law enforcement component from the TPB work plan for West Africa;
(2) Provided proper follow up pertaining to the meetings and workshops with internal and external counterparts;
(3) Set up the range of activities identified for their implementation
(4) Delivered substantive requested contributions (e.g. reports, contributions, briefing notes, etc.)
(5) Performed other related tasks as relevant
The consultant will perform the assigned functions under the overall guidance of the head of the Counter Terrorism Unit of ROSEN and the supervision and substantive guidance of the responsible officers in the ROSEN and ISSII/TPB. The consultant will be based in Dakar and work from the ROSEN Office in Dakar, depending on the requirements of the specific assignments. A monthly remuneration will be provided, as determined by the competent authorities from UNODC, taking into account the level of work to be carried out and the budgetary resources allocated. Developments towards lifting CIVID-19 related travel restrictions permitting, the consultant may be required to undertake official travel to SubSaharan African countries. For such travel, as authorized by UNODC, travel related expenses, including DSA, will be covered in addition to the contractual fees

Required Skills and Experience

Academic requirements:

  • Advanced degree in the fields of Law, Criminal Justice, Criminology, or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree

Experience:

  • A minimum of ten years of professional experience in the fields of criminal justice, preferably dealing with terrorism, terrorist groups, serious organized crime or closely related areas such as money laundering corruption financing o terrorism mutual legal assistance and extradition, including at least seven years of experience as a investigator, is required;
  • Experience in working on criminal justice matters in Sahel/West and Central Africa regions is required;
  • Knowledge of the UNODC mandates and activities in counter terrorism area is highly desirable;
  • Strong planning and organizational skills are required;
  • Strong communication skills are required;
  • Experience in delivering technical assistance activities related to criminal?justice in the United Nations System organizations is highly desirable

Languages

  • Fluency in French with excellent drafting skills is required;
  • Working knowledge of English is required;
  • Knowledge of other UN official languages is an asset.

Payments

Payments will be made upon satisfactory completion and/or submission of outputs/deliverables.

All the outputs should meet the satisfaction of the TPB/Rosen Chief of Section, the TPB Section for Africa as well as the UNODC ROSEN Deputy Regional Director, according to the following criteria:

  • Quality and quantity of the outputs submitted
  • Technical competence
  • Timeliness and efficiency of the delivery

Criteria for selection

Advanced degree in the fields of Law, Criminal Justice, Criminology, or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree :15%

The term “All inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consummables, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal
