The UNODC Global Programme for Combating Wildlife and Forest Crime (GPWLFC) aims to link existing regional efforts in a global system, enhancing capacity building and wildlife law enforcement networks at regional and sub-regional levels. In collaboration with UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP) sub-programme on transnational organized crime and illicit trafficking, the GP is working for and with the wildlife law enforcement community in Asia and the Pacific to ensure that wildlife crime, illegal logging, and related crimes are treated as serious transnational organized crime.

In East and Southeast Asia, focuses have been given to the enhancement of the capacities and skills of law enforcement agencies to effectively address transnational organized crime (TOC) involved in wildlife trafficking. Training courses that combines field and meeting room activities have been designed and catered to the need of the region to this end.

Duties and Responsibilities

OBJECTIVES OF THE ASSIGNMENT

Under the supervision of the UNODC Regional Coordinator for Combatting Wildlife and Forest Crime, the incumbent will be requested to design and deliver a wide range of training material for law enforcement officers in East and Southeast Asia to combat wildlife and other transnational organized crime.

SCOPE OF WORK

The incumbent will work in close coordination with UNODC ROSEAP managers from the illicit trafficking unit, as well as other instructors and experts.

The consultant will be responsible for:

  • Developing and conducting training courses for practitioners of the criminal justice system in relation to wildlife and other transnational crimes, with a special focus on investigative techniques and cross-border cooperation, including but not limit to online covert investigation, undercover operations, controlled deliveries, electronic surveillance, evidence preservation, CITES regulations, risk analysis as well as anti-smuggling at land borders.
  • Reviewing of existing UNODC material and development of new training material for low-, mid- and high-ranking law enforcement officers.
  • Preparing and delivery of thematic training courses and/or cross-border cooperation training courses for selected border areas.
  • Preparing and delivery of training material for seminars for law enforcement agencies (including through the use of case studies and table-top exercises).
  • Providing expert input and contributions for building up partnerships and implementing joint initiatives with relevant entities and organizations.

Competencies

DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

Assignment Duration: Maximum 3 years, from 1 January 2021 – 31 December 2023. Duty station is Home-based within Southeast Asia with travel to selected countries in Asia.

FINAL PRODUCTS

Payment will be made based on timely and satisfactory completion of assigned tasks/training/ missions/inputs, with consistent attention to quality and detail of outputs. 

PROVISION OF MONITORING AND PROGRESS CONTROLS

The incumbent shall work under the overall supervision of the Regional Coordinator of the UNODC Programme on Wildlife and Forest Crime in Southeast Asia.

For each specific training activities, the UNODC Regional Coordinator will specify the relevant objectives, timelines and reporting requirements for completing the respective tasks.

Indicators to evaluate the incumbent’s performance will be:

  • quality of the training material produced and delivered;
  • evaluation from participants, and
  • quality and timeliness of the reports for each event.

Required Skills and Experience

Education

  • University degree in security studies, with a focus on crime prevention and criminal justice. Alternatively, vocational training certificate/diploma with more than 10 years of work experience in a law enforcement authority could substitute a university degree.

Experience and Skills

  • Broad and in-depth knowledge of overall crime prevention and criminal justice issues; thorough familiarity with issues of wildlife trafficking and transnational organized crime;
  • Extensive experience of work with law enforcement agencies in East and Southeast Asia;
  • Experience with technical assistance interventions to support Member States in the implementation of international and regional treaties and commitments related to environmental crime, including CITES, UNTOC, UNCAC and ASEAN-specific treaties;
  • Significant track-record in the development and delivery of training material for law enforcement officers, preferably in East and Southeast Asia;
  • Fluency in English, with excellent drafting skills is required. Conversational knowledge of one or more Southeast Asian languages will be considered as a strong asset.

REVIEW TIME REQUIRED

The incumbent’s output will be monitored and reviewed by Regional Coordinator of the UNODC Programme on Wildlife and Forest Crime in Southeast Asia.

Evaluation Criteria

  • The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:
  • Technical evaluation – 70%; (includes 20% of Job-Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology & Approach to Assignment)
  • Financial Evaluation – 30%.
