How can you make a difference?
The Adolescent Development and Participation Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to conduct a mapping of career guidance services and opportunities in Thailand. Findings from the assignment will feed into UNICEF Thailand’s next Country Programme 2022–2026. By 2026, National and local capacities are strengthened to provide alternative pathways and second-chance opportunities for Youth Not in Education, Employment or Training (NEETs) and other vulnerable groups. Also, system-wide improvements in quality of instruction and curriculum and assessment are progressively implemented across the learning continuum of basic education.
Work Assignment:
Under the supervision of the Adolescent Development Officer, the consultant is expected to fulfill the following:
- Conduct a landscape and situation analysis of the career guidance services and interventions operating in Thailand currently, inclusive of the stakeholders involved, populations of focus, methods of delivery, as well as the current operating curricula for career guidance and identified results of each programme, including challenges, gaps and opportunities.
- Identify recommendations for UNICEF Thailand to support the improvement and promotion of career guidance services in Thailand. These recommendations should include a strategic roll-out strategy and mechanism for UNICEF, Ministry of Labour and Ministry of Education to deliver career guidance services to the most vulnerable young people, in particular the NEETs.

Official Travel: No travel is anticipated but UNICEF will cover the cost as per existing policy and procedure if required.
Duration of Contract: 40 working days during the period of September – December 2021.
Working Location: The consultant will work remotely in his/her own premises but will regularly report to the supervisor.
To qualify as an advocate for every child you will have…
- Advanced university degree (Master’s level or higher) in education, career counselling, or other relevant social science field.
- Demonstrated experience in conducting similar work or assignment.
- Excellent knowledge and expertise in designing and conducting studies, knowledge management and research.
- Proven experience in conducting data collection for various research; proven ability to conduct interviews, focus group discussions and writing reports for publication; proven experience in conducting desk reviews.
- Analytical thinking and strategic planning skills.
- Minimum of five years professional relevant work experience and/or demonstrated expertise in education and career guidance, in addition to experience in programme design.
- Proven track record of reporting quality documents and reports.
- Strong technical skills in editing, style correction and consolidation of variety of inputs.
- Familiarity with UNICEF reporting standards will be an asset.
- Familiarity with Thailand and the work of UNICEF Thailand will be an asset.
- Fluency in Thai with strong command of English for reporting purposes.
- Knowledge and or experience on youth programming is also considered an asset.
- Availability for work within the proposed time frame.
