Position Title: Consultant – Policy Paper on the Transformative Agenda of ‘Leaving No one Behind’ in Migration Policy and Programme in the Pacific

1. Nature of the consultancy

Consultancy for drafting a migration policy paper on the transformative agenda on Leaving No one Behind in Pacific migration policy and programming.

Leaving no one behind (LNOB) is the central, transformative promise of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). It represents the commitment of all UN Member States to eradicate poverty in all its forms, end discrimination and exclusion, and reduce the inequalities and vulnerabilities that leave people behind and undermine the potential of individuals and of humanity. The adoption of the 2030 Agenda in 2015 and the Global Compact for Safe, Orderly and Regular Migration (GCM) were critical moments for the global community to cooperatively address migration issues across many critical dimensions.

As recognized in the 2030 Agenda and promoted in the IOM Institutional Strategy on Migration and Sustainable Development, human mobility is inextricably linked with sustainable development. As such, the Sustainable Development Goals (SDGs) and the commitment to “leave no one behind” will not be achieved without due consideration of migration. There are over 281 million international migrants around the world, accounting for approximately 3 per cent of the global population. Asia and the Pacific are regions of both origin and destination, hosting 15.2 per cent (or about 41.3 million) of the world’s international migrants. Approximately 32 per cent (82.5 million) of the world’s migrants originate from the region.

IOM is seeking this opportunity to adopt innovative and collaborative solutions, based on the LNOB agenda to improve migration outcomes for people and society in the Pacific.

Objective: The main objective of this consultancy is developing a policy paper that addresses the migration policy needs of the Pacific in incorporating the LNOB agenda in policies and programmes. The findings of the policy paper will help guide program development, implementation, monitoring and evaluation of Pacific migration projects. It will help to identify who is being left behind and in what ways, and who among them is likely the furthest behind. Thus, it will help IOM operationalise LNOB and deliver better designed migration programming.

3. Tasks to be performed under this contract:

  1. Collate, review and analyse the regional and national level migration-related policies and frameworks to identify areas for including the Leave No One Behind agenda and Human Rights Approaches.
  2. Conduct an analysis of different migrant groups (and individuals) and communities to identify those at the risk of being left behind in the Pacific.
  3. Conduct key-informant interviews with relevant stakeholders including UN agencies and CSOs in the region.
  4. Provide concrete policy and programme recommendations on operationalising the LNOB agenda in migration programming in the Pacific.
  5. Final policy paper submitted with relevant sections of overview, situation analysis, potential areas for programming and recommended policy actions.

4. Tangible and measurable output of the work assignment

The Consultant will coordinate with IOM Canberra Programme Support Unit and will be responsible for delivering the following:

  1. A 4-8 pages Migration Policy Paper that provides policy and programming recommendations to implement the LNOB agenda in IOM’s programs in the Pacific and frame its work in line with the 2030 Agenda for Sustainable Development. The recommendations should adopt a people centred, human rights-based approach to development in the Pacific that seeks to “leave no one behind” and to provide a framework for strategies that embody the UN commitment to “reach the furthest behind first.”

6. Required Qualifications and Experience

Education

  • At least Master’s level degree or equivalent from an accredited academic institution preferably in Migration, Economics, International Development, Public Administration or Social Sciences

Experience

  • Must have 10 years’ experience in UN programming and UN Coordination processes research-oriented project management, monitoring, and reporting.
  • Track record of previous publications on migration policy, human rights and sustainable development topics.
  • Proven experience in undertaking policy and programme analysis and drafting policy briefs.
  • Proven experience in writing concise reports including undertaking incisive analysis.
  • Ability to work independently and interdependently virtually with the IOM offices in the Pacific and the Regional Office for Asia and Pacific (ROAP) in Bangkok.
  • Experience developing relevant methodologies, data analysis plans and conducting literature and policy reviews.
  • Capacity to collate and synthesize qualitative and quantitative data in a comprehensible manner.
  • Experience in conducting focus group discussions and key informant interviews with governments, civil society and communities.
  • Experience conducting remote research using online tools.

Languages

Fluency in English language is required.

  • The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
  • The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.**Required Competencies**
