CONSULTANCY – TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance, and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultant – Technical Lead for Application Delivery, (Local)

BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with the United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza and all fields. By this new collaboration, UNRWA becomes a provider of Information Management, Technology services and capacity augmentation to the UNICC technical team, on a cost recovery basis through IMTD/IT Service Center (ITSC) in HQ-Gaza.

The United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

The UNRWA Information Management and Technology Department (IMTD) is seeking a Technical Lead for Application Delivery – Consultant, who will implement and support for on-going and new projects.

The consultant will report administratively to the Head Information Technology Service Centre in Headquarter Gaza and technically to United Nations International Computing Center (UNICC).

DESCRIPTION OF DUTIES AND RESPONSIBILITIES (part or all the following)

· Design, development and Implementation of business application systems including managing release, integration and maintenance.

· Evaluate existing information systems through gap analysis, developing viable alternative solutions and estimates by working closely with ICC customers and project teams to align product designs that enable the achievement of strategic outcomes.

· Project responsibilities include Requirements gathering, Analysis, developing detailed design and implementing automated testing as required.

· Conduct project risk identification and mitigation action planning with Project Managers.

· Collaborate with ICC customers, focal points, internal departments, vendors and committees during various application delivery activities.

· Providing technical leadership, coordinating and support the development team in implementation, testing and end user adoption on various customer projects.

· Mentoring and guiding developers on best practices and coding standards.

· Preparation of process documents, technical documentation and SoPs.

· Performing other duties as required.

MINIMUM QUALIFICATIONS AND EXPERIENCE

· A university degree from an accredited educational institution in Computer Science, Information Technology, or related discipline.

· Minimum 7 years of experience in Information Technology and Business Applications development; in which 5 years of experience in working and implementing the project on various Microsoft technologies specifically on .Net and SharePoint

·Microsoft technologies specifically on .Net and SharePoint

·Good experience and sound understanding of IT fundamentals and technologies pertinent to creating business solutions (software development and testing, architecture, applications, databases, integration, infrastructure and networks)

·Sound knowledge and hands-on experience in all areas of application development life cycle and process tools.

·Sound knowledge of estimation techniques, design patterns and awareness of industry trends.

·Employment history must demonstrate progressive levels of responsibility.

·Consulting experience.

· Fluency in spoken and written English.

· Microsoft Certifications

· Relevant industry certifications

· Agile or SCRUM Project participation experience

CONDITIONS OF SERVICE

• The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.

• Remuneration for this consultancy will be around $1,800 per month, subject to candidates’ qualifications and experience.

• The incumbent can be in any of the UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).
