The EMOPS Risk Assessment and Analysis Section (RAPS) has a mandate to improve and conduct risk analysis and forecasting related to contextual risks, at HQ, RO and CO levels.

Under the supervision of the Emergency Specialist (Risk Analysis), the Contextual Risk Analysis will support UNICEF’s global contextual risk monitoring and analysis, including its links to preparedness

 

The CRA will work with the EMOPS Risk Analysis and Preparedness Section. This is a remote / home-based consultancy. The contract starts on 01 February 2022 and ends on 30 September 2022.

Scope of Work:

The Contextual Risk Analyst (CRA) will draft analytical briefs including scenarios and probabilistic forecasts for a range of contextual hazards, with a strong focus on conflict with humanitarian impacts. The CRA will also support UNICEF’s Horizon Scan process and draft a proposed UNICEF strategy on anticipatory action and other forms of pre-committed humanitarian finance.

The CRA will work with the EMOPS Risk Analysis and Preparedness Section. This is a remote / home-based consultancy. The contract starts on 01 February 2022 and ends on 30 September 2022.

How can you make a difference?

1. Task: Horizon Scan Risk Analysis Briefs (8)

Deliverables/OutputsMonthly risk analysis briefs covering ~6 countries, in support of the UNICEF Horizon Scan process

2. Task: Context/Scenario Briefs (10)

Deliverables/OutputsIn depth analytical briefs covering country or region level risks and related scenarios, to support contingency planning and other decision-making processes

3. Task: IASC EWEAR/RMR Horizon Scanning inputs (8)

Deliverables/OutputsAdaptations of UNICEF Horizon Scan inputs for interagency early warning processes

4. Task: Anticipatory Action paper (1)

Deliverables/OutputsStrategy paper on how UNICEF can best integrate “anticipatory action” and other forms of pre-defined funding into its operations

5. Task: Horizon Scan NFR (~64)

Deliverables/OutputsNFR for Horizon Scan regional pre-calls and main global meetings

To qualify as an advocate for every child you will have…

Minimum Qualifications required: Bachelors X Masters PhD Other Enter Disciplines

  • Political Science
  • Peace/Conflict Studies
  • International Relations
  • Economics
  • Law
  • History
  • Other relevant fields

Knowledge/Expertise/Skills required:

  • At least five years’ experience in contextual risk analysis, including a strong focus on conflict analysis
  • Experience in assessing risk in terms of likelihood/probability, impact and vulnerability
  • Experience in making probabilistic forecasts for socio-political outcomes
  • Experience in scenario development
  • Experience in writing reports for senior audiences.
  • Strong skills with Excel, Word, PowerPoint etc.
  • Excellent writing skills (English)
  • Humanitarian field experience is an asset
  • Experience with the UN system is an asset
  • Knowledge of ArcGIS and PowerBI is an asset
  • Spoken and written fluency in English; another UN language, in particular Arabic or French, is an asset.
