The Contracts and Compliance Manager is a critical member of Panagora’s team providing guidance and review of procurement cycle and contractual documentation ensuring strict compliance with the client (primarily USAID) and corporate policies and requirements.

Duties and Responsibilities

  • Review, edit as required, and approve documents and requests that are submitted to for company’s president/CEO signature
  • Conduct research, review, as necessary, and assist in finalizing responses critical or unusual inquiries/questions from USAID Contracting Officers
  • Support negotiations of contracts, subcontracts, and grants, as needed, by conducting research and providing targeted input
  • At the activity, start-up carry out a thorough review of the prime contract and review the contract approvals matrix
  • Provide guidance to activity management teams (AMTs) and activity offices (AOs) for procurement of goods and services through different contractual mechanism terms and conditions
  • Review draft subcontracts, task orders, amendments, services agreements, and independent contractors’ agreements and address contract/agreements/subcontract-related issues
  • Provide guidance to AMTs and AOs for post-award administration of subcontracts, sub-task orders, and purchase orders, including, but not limited to modifications, realignments, and interpretation of terms and conditions
  • Review budget realignments/modifications to ensure compliance with existing terms and conditions, Panagora’s policies, and client’s cost principles
  • Perform necessary due diligence to ensure cost/price reasonableness and compliance with applicable U.S. Government regulations
  • Assist the Director of Contracts and Compliance in solving company-wide contractual and sub- contractual issues
  • Provide input in the development and delivery of contracts-related training materials
  • Participate in corporate initiatives and propose innovative solutions to problems of medium complexity which require the regular use of ingenuity and creativity
  • Collaborate actively with members of other teams to establish best practice and efficient results
  • Additional responsibilities may be assigned as business needs evolve

Requirements

  • Bachelor’s Degree is required in business administration, contract management, finance, or a related field
  • Five to seven years of relevant experience is required with a minimum of two years of supervisory experience
  • At least five years’ USAID contracts administration experience or similar years of experience working on USAID projects
  • Knowledge of Federal Acquisition Regulations (FAR) and AIDAR
  • Working knowledge of CPFF, T&M, FP, and/or IDIQ contracts
  • Experience negotiating contractual terms and conditions including price with subcontractors
  • Ability to create and review budgets of medium to high complexity
  • Experience with international, non-profit organizations (larger than $10M), as well as a multi-office, multi-national environment
  • Ability to multitask, prioritize, and effectively deliver the assignment in a timely manner
  • Ability to communicate, verbally and in writing, policies and interpret regulations to provide clear guidance.
  • Working knowledge of MS Office Suite and Adobe Acrobat
  • Advanced knowledge of the post-award process
  • Experience with Costpoint preferred

If experience is working on USAID projects, it must include experience with contracts administration, audit, or compliance

Reports to Director of Contracts and Compliance.
