JOB SUMMARY

Médicos del Mundo España (MdM Spain) works in Palestine both in the West Bank and in the Gaza Strip from a protection and health perspective, responding to demolitions alerts and political violence incidents, strengthening the capacities of the primary healthcare and education services related to mental health and psychosocial support, building resilience capacities at community level and preventing gender-based violence, as well as strengthening the public hospital system.

In parallel, Médicos del Mundo has developed an advocacy strategy with the international MdM network that highlights and exposes the violations of human rights and the right to health, providing testimony and demanding political advances and compliance with the international law.

ORGANIZATION CHART

The candidate will report to the Complex Crises Unit Coordinator in HQ (International Programs Department).

MAIN DUTIES AND RESPONSABILITIES

· Represent the organization in different platforms and forums, with local and international actors, and with the authorities.

· Encourage communication and contact with local donors, to know and identify collaboration and funding opportunities, and promote mutual understanding.

· Identify and develop collaborations with local actors, sign framework agreements and specific agreements, promote accountability and ownership of projects.

· Ensure knowledge and compliance with local legislation and regulations.

· Develop and ensure the implementation of internal procedures and regulations of the organization.

· Lead the review and implementation of the strategy of MdM in Palestine alongside field teams and HQ.

· Ensure the economic sustainability of the mission, analyzing the needs, developing and updating the financial plan, monitoring its implementation and preparing expenditure projections.

· Identify, develop and submit projects to potential donors in coordination with different bases, ensuring participation and consistency with the human rights, gender, environmental and anthropological approaches, as well as with the vision and mission of MdM, and its internal regulations.

· Manage the team in Palestine, both expatriate and national staff.

· Encourage and facilitate communication and coordination among the team, as well as planning and implementation of the projects towards agreed objectives and results.

· Support the conducting of evaluations and audits of projects, ensuring the delivery of timely and quality reports and relevant documents to headquarters, to the authorities and donors.

· Monitor and support the overall management of different bases, and specifically compliance with administrative, financial and logistics aspects of the mission.

· Ensure proper financial management of the mission and systematized and regular reporting to HQ, in line with internal procedures and regulations.

· Ensure information, planning and communication with various departments and staff in HQ.

· Report regularly to HQ progress, challenges, difficulties and issues faced by the mission.

· Support the review and implementation of the advocacy strategy for Palestine, in collaboration with other organizations, platforms, forums and the MdM Network.

· Ensure the proper management of documentation and reports in the different bases, as well as the knowledge generated in the projects.

· Manage and / or ensure compliance with occupational health, safety and security.

· Manage the review and correct implementation of the security plan for the teams and volunteers of MdM in Palestine, the proactive and permanent collection of information and risk analysis, and ensure that necessary measures and taken accordingly and in a timely manner.

· Share security information to HQ and different bases in Palestine.

· Perform other tasks requested by the Complex Crises Unit Coordinator in HQ

· Analyze and assess the continuous evolution of the country’s political situation for the proper implementation of the projects.

· Ensure compliance with the mission, vision, principles and values ​​of Médicos del Mundo.

· Contribute to the associative development of MdM through the Palestine Geostrategic Group.

· Participate and be part of the International Network.

· Participate in the Steering Group of the International Network when required.

REQUIRED QUALIFICATIONS

Academic: University Degree.

Complementary: Master in Humanitarian Action, Public Health, Gender and / or Development Studies.

REQUIREMENTS

Language requirements: High level of spoken and written English. Strong asset: Spanish and/or Arabic.

Computer requirements: Advanced office pack user level.

EXPERIENCE

· At least 3 to 5 years performing similar functions.

· Knowledge of the humanitarian environment and international donors.

· Planning and project management

· Team management.

· Experience performing similar functions in the required context.
