Chemonics seeks a country director for the ongoing USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project in Sierra Leone. The project aims to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The Country Director will provide overall strategic direction and leadership for the GHSC-PSM project in Sierra Leone. S/he or she will manage the development of technical strategies and work plans and monitor the project’s programmatic, financial, and administrative performance. S/he will maintain effective communication with USAID, Chemonics’ home office, cooperating agencies, and key in-country stakeholders including the Ministry of Health and Sanitation (MoHS). This position will be based in Freetown, Sierra Leone. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall project leadership, management, and technical direction based on the project’s strategic long-term vision and USAID priorities
  • Serve as the primary liaison with USAID and international and in-country partners to represent the GHSC-PSM project in Sierra Leone
  • Cultivate, manage, and strengthen relationships with local government counterparts, the USAID Mission, local organizations, and other implementing partners
  • Supervise and manage senior-level technical, operations, and monitoring and evaluation staff
  • Ensure strong project performance and timely completion of workplan activities aligned with USAID expectations and MoHS priorities
  • Develop and implement annual project work plans and budgets that reflect USAID, Sierra Leone MoHS, and other stakeholder priorities
  • Oversee and support supply chain management technical assistance activities and commodity procurement logistics for Sierra Leone and implement risk mitigation strategies as needed
  • Lead preparations of regular reports for GHSC-PSM headquarters, USAID, and project stakeholders in accordance with the GHSC-PSM contract and ad hoc reports as requested
  • Oversee project office operations in accordance with Chemonics policies and procedures and USAID regulations, including human resources, procurement, finance, and subcontracting
  • Oversee the project’s financial management to ensure adherence to available funding and the approved workplan budget

Qualifications:

  • Bachelor’s degree in health, supply chain management, or a related discipline 
  • Minimum of eight (8) years of experience in public health, medical supplies, and pharmaceutical supply chain program management
  • Minimum of five (5) years of experience leading development projects; experience working with U.S. government preferred
  • Demonstrated ability to manage and implement complex donor-funded public health programs in a developing country context
  • Knowledge of and experience implementing supply chain management best practices in areas including procurement, warehousing, supply planning, and logistics management systems
  • Skilled in leading and managing high-performing teams, managing client expectations, and in collaborating with cooperating partners and key in-country stakeholders
  • Excellent interpersonal, written, and oral communication skills and proven diplomatic and public relations skills
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Adobe Acrobat
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required
