Background/Project Description

Saameynta is a UN joint programme of IOM, UNDP and UN Habitat implemented with Minister of Interior, Federal Affairs and Reconciliation and Minister of Public Works, Housing and Reconstruction to address displacement in Baidoa and partly in Beletweyne. It supports durable solutions that are affordable and sustainable through addressing specific inter-related systemic blockages, challenges, and opportunities. The project contributes to create a favourable environment for investments from private, government, bi- and multi-lateral sources in mixed-use land development packages and urban public works generate land value increments that can finance and build the infrastructure for IDP durable solutions at scale in displacement affected communities in an inclusive way.

The Saameynta Project Initiation Plan informs the baseline and the development of the UN joint Programme It supports the conduction of studies, research, capacity building activities focusing on gender mainstreaming, private sector led employment and service delivery, risk assessment, monitoring and evaluation in Baidoa, Beletweyne and Bossaso cities. It also includes consultations with national and international partners at federal government and federal member state level and consultation with partners.

Scope of Work

Against this backdrop, UNDP seeks to recruit a National Consultant  to support the tasks related to studies, consultancies, training, organizing events/ workshops and advocacy as follows:

• Support project methodological brief to be developed by an international consultant for wider audience dissemination to be released at the project start up (infographics, rationale, approach, innovation) through collection and analyse of data and information to be inputted in the brief.
• Assist an international consultant and the Integrated Office of the UN Resdient Cooridnator to facilitate a risk management training for government project stakeholders (focus group discussions, facilitation, proceeding, note taking, follow up actions and monitoring plan).
• Support an international consultant presently working on a private sector assessment study in Bossaso and Beletweyne through data collection, analysis and organisation of consultations.
• Assist  the project partners to organise an inauguration workshop to launch the  Samaaeynta full fledged project designed in 2020.

Expected Outputs and Deliverables

• Submit Assignment workplan – 5 working days.
• An electronic filing system for data and visuals required to inform the project methodological brief collected, analysed, systemized and filed. Organise calls, notes and follow up – 25 working days.
• A Risk management training  concept, agenda, report, proceedings and evaluation template.  Organise Training sessions – 30 working days.
• An electronic filing system for data and records required to inform private sector assessment study in Bossaso and Beletweyne. Organise calls, notes and follow up- 30 working days.
• A project inauguration workshop concept, agenda, report, and proceedings.  Organise Workshop sessions – 20 working days

Institutional Arrangements

The Consultant will report to the Project Manager and work in close collaboration with the International Consultants, government counterparts, private sector and civil society (CSOs) to ensure the successful implementation of the project.

Administrative/Logistical Support:

• The Individual Contractor will work under UNDP ‘duty of care’ and will comply with all UN security regulations.
• Given the global travel restrictions, and ongoing preventive measures to limit exposure to COVID-19, the contractor shall work from home but, work arrangement may be adapted to include travel to Somalia subject to prevailing COVID-19 and security situations. In the event of travel to Somalia:
• BSAFE certification and SSAFE pre-deployment certification is required.  If the individual contractor is not already SSAFE certified, this will be facilitated and paid for by the UN.  The number of days spent in SSAFE training will not be considered as working days.
• Official Travel costs while on mission to other locations within Somalia shall be borne by the UN.
• The Individual Contractor will be required to use his/her laptop and relevant software for the assignment. The UN will provide office space and facilities such as internet connectivity and access to office printers in UN offices as deemed necessary and subject to availability.

Education:

• Advanced University degree (Masters) in Development, Business Administration, public administration, social sciences or related field with 2 years of experience.
• First level university degree in Development, Business Administration, public administration, social sciences or related field with 4 years of experience may be accepted in lieu of the advanced university degree

Experience:

• Minimum of 2 years experience in livelihoods and economic empowerment with advanced university degree (masters) or 4 years’ experience with first level university degree
• Demonstrated effectiveness in a project management role.
• Experience in the area of development with international organizations is an asset.
• Experience working in context of displacent and population movements in  post-conflict society/fragile countries prefereed. 

Language requirements:

• Fluent in both written and spoken English
• Fluency in written and spoken Somali

Criteria for Selection of Best Offer

The Consultant will be selected pursuant to a desk review of CVs. The Candidates will be invited to submit a financial proposal, along with their up-dated CVs.

Evaluation

Applicants will be evaluated based on the combined scoring method using the 70%-30% distribution whereby the CVs will be technically weighted at a maximum of 70% and combined with a price offer which will be weighted at 30%.

A two-stage procedure will be used to evaluate offers whereby the technical evaluation will be completed prior to price comparison. 

Technical Qualification Evaluation Criteria: (70% of total evaluation; Maximum 70 points)

Educational qualifications: 20 Points

• Advanced University degree (Masters) in Development, Business Administration, public administration, social sciences or related field with 2 years of experience.
• First level university degree in Development, Business Administration, public administration, social sciences or related field with 4 years of experience may be accepted in lieu of the advanced university degree

Experience = 10 points maximum for each crierion below (50 points in total)

• Minimum of 2 years experience in livelihoods and economic empowerment with advanced university degree (masters) or 4 years’ experience with first level university degree
• Demonstrated effectiveness in a project management role.
• Experience in the area of development in UN and international organizations is an asset.
• Experience working in context of displacent and population movements in  post-conflict society/fragile countries prefereed.

Financial Evaluation Criteria: (30% of total evaluation; Maximum 30 points)

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal.  All other proposals receive points in inverse proportion.  The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Final Score

The final score will be the sum of the two scores obtained for the technical and financial proposal;

Contract Award

The award of the contract shall be made to the proposer whose offer has been evaluated and determined as:

Being responsive/compliant/acceptable; and

Having received the highest combined score out of the pre-determined set of weighted technical and financial criteria specific to the solicitation.
