Background/Project Description Saameynta is a UN joint programme of IOM, UNDP and UN Habitat implemented with Minister of Interior, Federal Affairs and Reconciliation and Minister of Public Works, Housing and Reconstruction to address displacement in Baidoa and partly in Beletweyne. It supports durable solutions that are affordable and sustainable through addressing specific inter-related systemic blockages, challenges, and opportunities. The project contributes to create a favourable environment for investments from private, government, bi- and multi-lateral sources in mixed-use land development packages and urban public works generate land value increments that can finance and build the infrastructure for IDP durable solutions at scale in displacement affected communities in an inclusive way. The Saameynta Project Initiation Plan informs the baseline and the development of the UN joint Programme It supports the conduction of studies, research, capacity building activities focusing on gender mainstreaming, private sector led employment and service delivery, risk assessment, monitoring and evaluation in Baidoa, Beletweyne and Bossaso cities. It also includes consultations with national and international partners at federal government and federal member state level and consultation with partners. Scope of Work Against this backdrop, UNDP seeks to recruit a National Consultant to support the tasks related to studies, consultancies, training, organizing events/ workshops and advocacy as follows:

Criteria for Selection of Best Offer The Consultant will be selected pursuant to a desk review of CVs. The Candidates will be invited to submit a financial proposal, along with their up-dated CVs. Evaluation Applicants will be evaluated based on the combined scoring method using the 70%-30% distribution whereby the CVs will be technically weighted at a maximum of 70% and combined with a price offer which will be weighted at 30%. A two-stage procedure will be used to evaluate offers whereby the technical evaluation will be completed prior to price comparison. Technical Qualification Evaluation Criteria: (70% of total evaluation; Maximum 70 points) Educational qualifications: 20 Points
Experience = 10 points maximum for each crierion below (50 points in total)
Financial Evaluation Criteria: (30% of total evaluation; Maximum 30 points) The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other proposals receive points in inverse proportion. The following formula will be used to evaluate financial proposal: p = y (µ/z), where p = points for the financial proposal being evaluated y = maximum number of points for the financial proposal µ = price of the lowest priced proposal z = price of the proposal being evaluated Final Score The final score will be the sum of the two scores obtained for the technical and financial proposal; Contract Award The award of the contract shall be made to the proposer whose offer has been evaluated and determined as: Being responsive/compliant/acceptable; and Having received the highest combined score out of the pre-determined set of weighted technical and financial criteria specific to the solicitation. |
