Office/Unit/Project Description
The Regional Innovation Centre (RIC) is based at the UNDP Bangkok Regional Hub and serves the Government partners and Country Offices within the Asia Pacific region to support them to achieve the Sustainable Development Goals. The RIC are part of the Global Policy Network (GPN) which is an integrated network of global policy teams and professionals who work to support the UNDP strategic plan. The RIC lead on Innovation and Digital across the region as part of the GPN working closely with many partners including the UNDP Chief Digital Office, the Strategic Innovation Unit, the SDG Integration team and the Accelerator Lab network in Countries. Strategic Innovation and Digital Transformation are core pillars of the new UNDP strategic plan 2022 – 2025 and the Regional Innovation Centre require the services of an experienced Data for Policy Project Manager to deliver the remainder of one of our flagship programmes, the Data for Policy platform.
Institutional Arrangement
Under the direct supervision of the Regional Innovation Specialist and the Head of the Regional Innovation Centre the Project Manager works in close collaboration with the operations, programme and project teams in BRH, the Global Policy Network, Country Offices and UNDP Headquarters.
Duties and Responsibilities
Scope of Work
The Regional Innovation Centre (RIC) based at the UNDP Bangkok Regional Hub, has been established by UNDP Asia-Pacific to leverage innovation to generate new development responses and robust development solutions, by developing new products, services and offers, new ways of solving development issues across the Governments and Country Offices within the UNDP Asia Pacific Region. The Centre provides a safe space to test development solutions through portfolios of policy experiments, new and innovative products and through scaling best practise solutions that exist within the region. The RIC work to foster an innovative culture that helps the UNDP, governments and other partners be on the front foot of spotting, understanding, and integrating new development approaches into their work. The Centre has a key role in helping deliver on the UNDP Strategic Plan 2022 – 2025 which has systems transformation, strategic innovation and digital transformation at its heart.
The Data for Policy Project Manager primary task is to manage the flagship Rockefeller funded “Data for Policy making” programme underway in India, Indonesia and the Philippines. The programme is funded until mid 2022 however it is expected that the Project Manager will work with the donor and other donors to get funding to expand and extend this timeline. The project is at its heart a platform which brings together policy makers from across the region to learn from each other and to build a community of policy makers who are data confident and who use both novel and traditional forms of data for more anticipatory policy making. The project is centred around several policy experiments which serve as exemplars for how Data for Policy making can lead to more anticipatory, adaptive and agile government. The project manager will be working with a lead consultancy who is developing the platform for the RIC and the UNDP.
Duties and Responsibilities
Data for Policy Programme Delivery and Government Innovation delivery.
Delivery of the Data for Policy programme according to the terms set out in the programme agreement with the donor.
Manage the various consultants and providers to support them to deliver an excellent programme.
Manage the programme with high level programme management skills, regular stakeholder meetings, regular update meetings, managing the donor, the team, across BRH and Country Offices.
Ensure all programme documentation is well managed and up to date.
Develop a clear scaling plan for the programme and platform which includes vision, impact, outcomes, outputs, key milestones, potential funders to build a grounding for the future of the programme.
Develop a pipeline of potential programmes and donors based off the learning and findings of the Data for Policy Programme.
Support strategic engagement of RIC in promoting UNDP initiatives around Governance Innovation and positioning RIC as trustworthy partner for governance innovation and experimentation work·
Support RIC in conceptualizing and supporting the UNDP Governance team (and relevant others) to deliver engaging and innovative Governance approaches and offers.
Lead, with the Innovation specialist, on developing new service offerings for COs/ Accelerator Labs in building (new/ adding value to existing) partnerships on Governance Innovation
Identify potential to scale Governance Innovation across the region, particularly with Accelerator Labs and develop scaling strategies and plans to support.
Deliver any other ad hoc or complimentary programming for the RIC.
Communication, community building and Outreach
Identification of new/emerging opportunities for RIC to accelerate progress in areas related to Data for Policy and provide support to capitalize on these opportunities;
Devise approaches to accelerate engagement with stakeholders around Data for Policy;
Provide advice on Data for Policy to GPN and across region, with emphasis on COs;
Lead on development of products and offers with other team members;
Proactively use blog posts and social media to share insights, attract partners and help position RIC in the area of Data for Policy/Data Governance.
Suggest areas for new research or to further develop RIC next practise in Data for Policy or Governance Innovation.
Support RIC in leveraging, converging and embedding Governance Innovation across various themes/units in the GPN.
Donor management, Resource mobilisation and new programme development
Work closely with the main donor, Rockefeller Foundation to ensure more than satisfactory progress of the programme and develop a plan to fund further work in this area.
Develop a resource mobilisation strategy to support the further expansion of the Data for Policy Making programme
Suggest and develop new areas of programming in governance innovation.
Develop RIC resource mobilization strategies and plans, designing, engaging and developing key offerings for COs to unlock opportunities to work on implementing large scale innovative governance programming·
Contribute to developing the capacities in Data for Policy by bringing additional expertise, local and international, in consultation with Team Lead;
Organize and implement knowledge sharing and networking events.

Required Skills and Experience
Min. Academic Education
Master’s degree in Business Administration, Public Administration, Economics, Social Science, International Relations, International Development or related field.
Min. years of relevant Work experience
A minimum of 7 years of professional experience in development programming and social innovation.
