Duties and Qualifications
Purpose and Scope of Assignment
- Support activities related to the development, consolidation, documentation, communication and/or monitoring of organizational policies, guidance, norms and standards related to operational data
- Provide advice and guidance to HQ Divisions & Services, Regional Bureaux (including DIMA Units) and operations (as requested) on data-related matters under the purview of the Section
- Provide inputs and feedback on data-related policies and guidance, as well as other policies and guidance with data components
- Provide support services to UNHCR data governance structures, coordination fora and regular meetings
- Respond to, manage and/or monitor requests for support from DIMA Units and HQ Divisions & Services
- Support effective communication and collaboration between HQ and DIMA Units
- Support effective communication and collaboration within the Norms & Standards Section, as well as between the Section and other GDS Sections
- Support reporting requirements, e.g., by tracking activities, collecting information, and conducting research
- Develop communication products and documents, such as concept notes, briefs, presentations and guidance
- Support information and knowledge management within the Section
- Perform other related duties as required.
Monitoring and Progress Controls
As per regular performance appraisals and performance objectives set in consultation with the supervisor.
Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
Training/professional certificate in the following fields:
Business Administration Information Technology Law
International Relations Political Science Social Science
Economics Statistics Demography
Data Science Development
b. Work Experience
Required Experience
- 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
- Relevant work experience in the area of developing, implementing and/or monitoring policies, guidance, standards and/or norms
- Demonstrated experience with research and analysis
- Demonstrated data literacy, especially the ability to derive information from data and present evidence to decision-making
- Demonstrated experience in drafting documents such as policies, standards, guidance, guidelines and/or capacity development materials
- Experience in designing, planning and managing projects or programmes

Experience in engaging with internal and external stakeholders
Desirable Experience -
Humanitarian work experience in the field, regional office or HQ

Policy experience in the humanitarian or development field

Experience in providing guidance, advice and recommendations based on policies and standards

Practical experience with phases of the data management lifecycle and associated standards, processes, methods, systems and tools.

- Knowledge of data protection and data responsibility concepts, approaches, and practices

The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025, UNHCR will become a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, country operations and key external partners, including persons of concern. Global Data Service (GDS) translates UNHCR¿s data vision and strategy across the organization, through direct and indirect service delivery, coordination and collaboration, and advocacy to and with internal and external UNHCR stakeholders.
The Data Policy Associate will report to the Data Policy Officer in the Norms & Standards Section of the Global Data Service. In close consultation with relevant Divisions and other entities, this Section sets standards, policy and guidance for data management and encourages the development of secure and interoperable operational data systems for UNHCR agility and modernization. It reviews and validates specialized operational data standards, policies and guidance proposed and drafted by respective subject-matter experts to ensure coherence and harmonization across UNHCR. The Section also coordinates efforts to monitor compliance with operational data standards across different types of data systems and processes to inform future standard setting and policy enhancement, as well as to ensure the overall reliability of data for evidence-informed decisions. The Section advances the concepts of data privacy by design and by default. It serves as the key advisor on the interoperability of data collected both internally and externally, and on the responsible storage and dissemination of non-personal data to help establish an open data culture. Furthermore, it acts as the main entry point for Data, Identity Management and Analysis Units (DIMAs) in Regional Bureaux.
