Deputy chief of party | Kosovo | 2021

Chemonics seeks a deputy chief of party for the anticipated USAID Property Governance Activity in Kosovo. This activity will address the needs of the property rights system in Kosovo to reduce corruption, increase women’s empowerment, and improve formal property rights and investments in real property. In partnership with a range of local stakeholders, including municipalities, the central government, civil society, and the private sector, the Activity will focus on property rights legislation and improving the overall transparency, efficiency, and functionality of the property rights system. This will be a full-time position based in Pristina, Kosovo. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Manage overall administrative and operational aspects of the project, including leadership, supervision, and mentorship of local administrative and finance staff
  • Ensure project implementation fully complies with USAID and Chemonics policies and Kosovo law, in coordination with Chief of Party, field office project teams, and home office project management unit
  • Oversee technical implementation for activities related to increasing formal property rights by standardizing processes and practices in municipalities
  • Lead component technical team to develop effective interventions to improve the property management capacities of target municipalities
  • Manage relationships with participating municipalities and other project stakeholders to facilitate successful integration of improved practices for building inspections, property and land registration, and standardized service delivery of local level services
  • Contribute to design of activities to formalize property registration practices and strengthen inheritance processes, expanding opportunities for women’s participation in particular
  • Assist with the development of practical strategies for ensuring all component activities integrate gender equity and women’s rights
  • Coordinate with other component team leads to ensure technical cohesion and collaboration across all project activities
  • Collaborate closely with MEL and communications teams to report on component indicators in accordance with client expectations

Qualifications:

  • Bachelor’s degree (or foreign equivalent) required; advanced degree in public administration, public policy, social science, or another related field is preferred
  • A minimum of 10 years of progressively responsible experience in two or more of the following areas: property rights, property reform, land access, local governance, institutional strengthening and capacity building, and women’s rights
  • Proven ability to effectively communicate technical guidance to program staff and external partners in assessment, development, and implementation of Activity initiatives
  • Proven experience with GoK institutions related to property rights management, municipal experience a strong asset
  • Demonstrated capacity to establish and maintain strong working relationships with external partners, including government officials, civil society organizations, and private sector stakeholders
  • Excellent interpersonal and communications skills to develop and communicate a cohesive vision to program partners
  • Well-organized, ability to work independently, and skilled in managing multiple tasks
  • Prior international development experience with USAID or other U.S. Government agencies and donors preferred
  • Prior development experience in Kosovo and/or Southeast Europe strongly preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and Albanian is required; proficiency in Serbian is a strong asset
