Job Profile

Counterpart International is currently seeking an experienced Deputy Chief of Party (DCOP)-Technical for the anticipated five-year USAID-funded Partnership for Development in the Eastern Congo (P-DEC) in the Democratic Republic of the Congo (DRC). The goal of P-DEC is to strengthen the foundations for durable peace in Ituri and North Kivu provinces. P-DEC will adopt cross-sectoral stabilization approaches to address drivers of conflict that gave rise to and continue to fuel the activities of armed groups and community militias. Primary Responsibilities

The DCOP will have a technical role on the project as well as provide support to the Chief of Party (COP) in the management and implementation of the project. This position requires senior management experience. The DCOP will coordinate with the COP to oversee and lead the technical approaches of the program and consortium partners. The DCOP will support the Chief of Party in the overall management of the program and serve as an Acting COP when necessary.

Specific responsibilities include but are not limited to:

· Coordinating with the COP, program and local partners, donor representatives, private sector, civil society, and other key local stakehodlers to develop and implement an integrated program strategy.

· Oversee program implementation ensuring timely, quality deliverables and results; integrating adaptive management and CLA approaches, and mentoring program staff with a unified vision.

· Support the COP in partner relationships, any sub-agreement or sub-grant management, and capacity building of partners and local stakeholders.

· Guide and advise in the programs technical approaches for the cross-sectoral stabilization objectives.

Qualifications:

Education:

· An advanced university degree or a Bachelor’s degree with an additional four years’ experience in International Development, Organizational Development, Public Policy or another relevant field.

Experience:

· Minimum of eight years of experience in international development with at least four years in senior management of development programs of similar or greater scope and complexity, preferably for USAID-funded programs.

· Demonstrated experience managing international development programs, with skills and experience in public sector strengthening, and improvement of service delivery, promotion of citizens’ political participation, stabilization in post-conflict contexts, peacebuilding, local capacity development, human rights, and/or related sectors.

· Experience engaging with and integrating private sector into development programs.

· Strong leadership, administrative, management, presentation, reporting, and communication skills and the ability to implement projects with diverse subject matters.

· Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders (i.e. national, provincial, district and local government officials, the private sector, NGOs, civil society organizations, and beneficiaries).

· Experience working in Africa, preferably in the DRC.

· Previous experience managing USAID-funded programs highly preferred.

· Demonstrated experience in working effectively in advanced, complex, politically sensitive activities highly preferred.

· Experience with adaptive management approaches highly preferred.
