Deputy chief of party | Thailand | 2021

Chemonics seeks a deputy chief of party for the USAID Southeast Asia’s Smart Power Program (SEA-SPP).  The Activity will advance economic growth and development in Southeast Asia through ensuring secure and market-driven energy sectors. The program aims to enhance energy security in Southeast Asia by creating open and transparent energy markets, promoting energy trade, and transforming the energy sector to improve access to clean, reliable, affordable energy. The Activity will support US climate priorities to enhance global action for near-term reductions in greenhouse gas emissions and net-zero global emissions by mid-century. SEA-SPP will focus on three objectives:

  1. Improve performance of energy utilities
  2. Increase deployment of advanced energy systems
  3. Enhance energy trade and integration

The deputy chief of party will be based in Bangkok, Thailand. We are looking for a highly capable professional with proven large USAID program management skills, power sector development knowledge and work experience in SE Asia. Preference will be given to candidates with similar prior work experience in the region. The ideal candidates will have at least 10 years of relevant experience with USAID contracting, rules and regulations, a desire to advance to clean energy systems, and a passion for making a difference in the lives of people around the world.

Responsibilities include: 

  • Support the Chief of Party in providing leadership in the management and technical implementation of the program and ensure successful achievement of results as defined in the award
  • Supervise day-to-day field presence in the areas of operations (including the project’s facilities such as office space, equipment, and project vehicles), administration, logistics, procurement, subcontract management, budgeting and financial accounting, and IT and information security
  • Ensure project compliance with all contractual and administrative requirements, with support from home office and operations/finance team
  • Provide oversight to grants under contract and local subcontracts
  • Identify and mitigate risks to the project, Chemonics, and client
  • Act as the chief of party (COP) when s/he is absent from the program

Qualifications: 

  • Minimum of 10 years of relevant project management and program coordination, with demonstrated supervisory experience of complex teams
  • Bachelor’s degree in international development, energy, or a related field required; master’s degree preferred
  • Fluency in USAID policies and procedures regarding human resources, financial management, financial reporting, and procurement processes, systems, and grants management
  • Demonstrated experience in finance, procurement, human resources, and monitoring, evaluation, and learning and experience overseeing these areas
  • Track record of excellent and effective communication skills
  • Experience working on projects of similar size and scope, preferred
  • Strong interpersonal skills with proven experience facilitating communications and coordinating with a wide range of stakeholders and partners
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English and strong written and oral communications skills required
