Deputy Chief of Party—Operations, USAID/Colombia Inclusive Justice/Justicia Inclusiva, Bogotá, Colombia

Proposal Summary:

The Inclusive Justice Activity aims to increase the confidence of the Colombian people in the justice sector through reducing levels of impunity, increasing access to quality justice, and promoting respect for the rule of law. The Activity will have a strong territorial focus and will have several regional offices. This is a five-year activity that is expected to begin in the fall of 2021.

Position Summary:

MSI seeks a qualified Director of Operations to provide operational leadership for all Activity objectives. The successful candidate will be an expert in Colombian and U.S. Government rules and regulations for donor-funded projects. They will have demonstrated managerial experience leading large projects in complex operating environments. Please note this position is contingent upon funding and USAID approval. Colombian citizens are encouraged to apply. This position will be based in Bogotá.

Responsibilities:

  • In collaboration with the chief of party (COP), provide operational direction and oversight during the design and implementation of project activities to ensure compliance and timely delivery in line with Activity objectives.
  • Provide operational expertise in the design and implementation of specific technical interventions.
  • Supervise the daily financial operations of the contract, which include cash flow management, timesheet recording, reporting to U.S. Government counterpart(s) on the financial aspects of the project, and daily monitoring of obligations, budgets and expenditures.
  • Ensure streamlined and compliant operational systems, including human resources management, procurement, information technology (IT), security and logistics.
  • Supervise operational staff across the Activity’s objectives.

Qualifications:

  • A bachelor’s degree in a relevant field, such as accounting, business administration, financial management, international development or a related field.
  • Minimum of five (5) years of experience managing the operations, administration and logistics of USAID or other donor-funded projects.
  • A demonstrated track record of progressively responsible managerial experience implementing donor-funded projects.
  • Minimum of five (5) years of supervisory experience.
  • Demonstrated knowledge of relevant USAID and Colombian rules and regulations related to operations, administration and procurement; demonstrated ability to work with a broad range of subcontractors, vendors, and civil society stakeholders and partners.
  • Spoken and written fluency in Spanish required; fluency in English preferred.
