In the event that the staff appointed to a new category (i.e. from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.
This vacancy is open to internal and external applicants.
This vacancy is advertised at IS6/7. Should the successful candidate be appointed to IS7, conditions for senior staff fixed-term appointment for a period of 3 years as below, shall apply.
If the selected candidate is an external hire, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.
The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his/her selection will be considered an assignment for an initial fixed period of 3 years. If the staff selected has a fixed term appointment, his/her appointment will cease, and he/she will be given a new fixed term appointment for an initial term of 3 years.
Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.03 (Selection, Talent and Position Management) and its Appendices.
Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.05 (Termination Policy) and its Appendices.

The Deputy Country Director is assigned in the Pakistan Resident Mission (PRM) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. PRM is responsible for building and managing relationships with all of ADB’s stakeholders in Pakistan. It also oversees the development and implementation of ADB’s programs and projects.

Job Purpose
The Deputy Country Director provides support for the Country Director (CD) in leading the planning, implementation and supervision of PRM’s vision, goals, strategies and work plan in support of overall ADB goals. Ensures that the efficiency, relevance and impact of ADB operations in Pakistan is maximized. Works within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods. Serves as Officer-in-Charge in the absence of CD, PRM. The incumbent will report to CD, PRM and will supervise International, National and Administrative staff.
Responsibilities
• Supports the CD in establishing and cascading PRM’s vision, goals, development strategies and key result areas (KRAs) in support of ADB’s goals and in compliance with ADB policies.
• Contributes to the planning, implementation and supervision of results-based departmental work plans as well as monitoring the quality of output and the achievement of long-term goals and annual objectives for the Department.
Country Partnership Strategy (CPS) and Country Operation Business Plans (COBP):
• Assists the CD in overseeing the preparation and implementation of CPS and subsequent annual COBPs in close coordination with the Government counterparts, CWRD and other Headquarters (HQ) Departments and Offices, and in line with the processing requirements of ADB.
• Ensures that CPS and COBPs are prepared in line with the consultation process requirements of ADB.
Project Processing and Implementation:
• Ensures that PRM provides the necessary support and quality control (for project design, project readiness and documentation) to CWRD Sector Divisions in the design and processing of loan/technical assistance (TA) projects.
• Works with PRM Programs Team, Sector Divisions and project team leaders, closely monitors both ADB and Government counterpart project processing milestones to ensure timely delivery of project approvals.
• Assists the CD in overseeing the design and preparation of loans and TAs that may be assigned to PRM for processing.
• Works closely with PRM Portfolio Administration Unit on monitoring performance of ADB’s projects in Pakistan and help resolve issues related to contract awards, disbursements, project readiness and safeguards compliance.
• Assists the CD in overseeing the conduct of the Country Portfolio Review Missions (CPRMs) to review country specific project administration issues with consultative inputs and/or participation of CWRD Divisions and other HQ Offices.
Economic, Thematic and Knowledge Work:
• Assists the CD in overseeing and providing information/insights on relevant economic, development and political as well as multi-cultural environment and cross-cultural issues.
• Ensures quality control in the preparation of the Asian Development Outlook and its updates.
• Assumes leadership in developing and overseeing knowledge activities to be delivered by PRM, including policy and sector briefs as well as thematic initiatives.
• Closely coordinates with HQ-based advisory, knowledge and operations support departments for knowledge management.
Private Sector Operations support
• Closely coordinates with ADB’s Private Sector Operations Department (PSOD) to support the delivery of private sector operations in Pakistan.
• Promotes the one ADB approach, supports the CD in representing ADB in both sovereign and no-sovereign operations in close coordination with Office of the Public of Public-Private Partnership (OPPP) and PSOD.
Regional Cooperation, External Relations and Coordination:
• Assists the CD in overseeing and providing support for various activities under ADB-supported regional/sub-regional economic cooperation programs and activities.
• Assists the CD in relationship management, wide ranging policy dialogue and coordination with government, development partners, civil society, and private sector groups in Pakistan.
• Assists the CD in management development partner relations, expanding cofinancing opportunities with additional development partners and contributions
• Assists CD in representing ADB in conferences, seminars and media interviews; attends to stakeholders in disseminating widely ADB’s views.
PRM Operations Management:
• Assists the CD in overseeing effective day-to-day operations and provide guidance on country operational issues, project processing issues and compliance with ADB policies.
• Informs and provides recommendations to the CD on significant developments, emerging opportunities and challenges in the area of responsibility.
• Assists the CD in overseeing and facilitating effective coordination and cooperation between PRM and other ADB Departments and internal stakeholders.
• Provides inputs to Departmental views on strategic and operational issues in ADB as
a whole, including special initiatives launched by other parts of the institution.
• Oversees sub-units within PRM as assigned by CD, PRM.
Finance and Administration, Disbursement, Information Technology and Security
• Supervises the Finance and Administration team including approving daily accounting transactions, monitoring monthly accounting reports, oversee institutional procurement, advise on internal control issues
• Manages day-to-day administrative issues including office management, general services staff including receptionists, drivers, and janitors.
• Manages the budget and resource allocation for PRM.
• Oversees the Disbursement and Information Technology teams
• Supports the CD in coordinating with the Organizational Resilience Unit, Office of Administrative Services in overseeing preparation and implementation of the PRM specific office project.
• Works closely with the CD to ensure adequate security arrangements are in place and implemented to ensure safety of ADB staff and consultants.
Staff Supervision:
• Assists the CD in managing PRM’s human resources including position management, recruitment, and succession planning.
• Supports the CD in performance management of PRM, including motivation of PRM staff.
• Manages the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
• Provides coaching and mentoring to teams and individuals and ensure their on-going learning and development.
Qualifications
Relevant Experience & Requirements
• Master’s Degree, or equivalent, relevant to the assigned sector/area. University degree in relevant to the assigned sector/area combined with at least 5 years specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
• Minimum of 12 years of relevant professional experience in country programming, project processing and administration at senior levels (e.g. managing teams or leading projects) including international work experience.
• Excellent written and verbal communication skills in English is required
• Broad-based exposure to strategic planning and policy, and operations of multilateral development and financing institutions
• Proven interpersonal, cross-cultural and negotiating skills, with ability to effectively liaise with senior staff, Management, senior government officials and private sector counterparts.
• Has proven management capability and well-established leadership track record. in ADB
• Possesses cumulative knowledge, experience and fundamental understanding of diverse concepts, principles and practices, and able to share knowledge to benefit the ADB and the wider international community
