The Deputy Director for Food Security and Resilience (FSR) will support this work by: (1) Better articulation of CARE’s approach to building resilience, including development of improved technical approaches and tools and guidelines on how to integrate them; (2) Provide over-arching quality review to several CARE FWS programs, including RFSAs within the FSR portfolio; (3) Assist with DFSA and other FWS program designs and ensure high quality and innovative program submissions; (4) Supervise FSR staff that provide technical and operational support to DFSA programs; and (5) Coordinate learnings around best practices with the IDEAL project and other similar Communities of Practice and obtain funding through these fora for development of this approach. As a result of the efforts of the Deputy Director FSR, CARE’s performance in resilience programming will improve as will funding for these programs. CARE staff understanding and capacity to design and implement programs that effectively build resilience will increase. Recognition of CARE as a key player in the resilience space (particularly with respect to gender and resilience) will increase.

The Deputy Director will focus significant attention to providing technical assistance to projects in addition to supporting quality program design. In addition, as part of the roll out of improved technical approaches and tools for building resilience, the Deputy Director will lead or help facilitate presentations and/or trainings that will ensure adoption of these best practices and approaches. While promoting resilience approaches, it will be important for the Deputy Director to provide technical advisory support to new program designs and on-going programs. Approximately 70-80% of the Deputy Director’s salary will be covered by on-going RFSA programs or new RFSA or other proposal designs, the position has been organized around these. While development of the Gender and Resilience approach will take considerable time, it should be possible to justify the use of some RFSA or other program resources for this purpose. Should specialized grant funds become available to support this work, the Deputy will be able to focus more specific effort on this activity. The Deputy Director will travel about 20% per year.

Responsibilities:

  • Elevate CARE’s technical capacity and profile regarding our gender and resilience approaches
  • Ensure the quality of several FWS programs, especially RFSAs within the FSR portfolio
  • Support RFSA & other FWS program designs, ensuring high quality innovative program submissions
  • Supervise FSR staff that provide technical and operational support to RFSA programs
  • Coordinate with IDEAL & Communities of Practice to access funds to develop resilience approach

Qualifications:

  • Post graduate degree in the area of development, food security, management, nutrition or agricultural development (or equivalent experience)
  • Minimum of 5 years of experience providing technical guidance or support to developmental Food Security, Nutrition, Maternal and Child Health, Livelihoods and/or Resilience programs, of which 3 years must be with Title II or similar USAID programs
  • Proven experience in designing or providing significant technical support to successful USAID proposal bids
  • Demonstrable success in working with USAID, FFP or other donors
  • Demonstrable experience managing and providing technical leadership to programs that build resilience
  • Strong English writing and speaking skills. Strong public speaking and facilitation skills
  • Thorough knowledge and ability to apply current FNS and Resilience research and methodologies
