OVERALL RESPONSIBILITIES:

The Deputy Director will provide effective and efficient strategic oversight and operational support to the Client Services and Logistics teams, as well as other cross functional teams, ensuring that all are fulfilling and meeting the requirements of our clients and their principal recipients. This role directly supports the PPM Project Director in organizing, directing, and managing services for all activities required by the contract. The Deputy Director ensures the quality and efficiency of PFSCM operations across all clients and projects, and ensures accountability throughout the supply chain.

The Deputy Director fosters collaboration; and develops and maintains effective relationships within the organization and with external stakeholders in order to manage key performance indicators (KPIs), and ensures that overall performance meets PFSCM and its clients’ strategy, requirements, and policies.

The Deputy Director is expected to provide direction and support for continuous improvement efforts, while upholding PFSCM’s Quality standards in coordination with both the Assurance and Systems Units. This position is a key contributor to the design and implementation of the PPM Project Strategy. The Deputy Director is expected to lead in technical expertise in operational procurement and order fulfillment systems with proficient managerial capabilities, while also providing support and coaching to team members as needed.

SPECIFIC RESPONSIBILITIES:

· Support the PPM Project Director to define and implement PFSCM’s strategy and objectives, providing quality and timely service to all clients.

· Assist the PPM Project Director in matters pertaining to procurement and logistics operations activities, including strategic, tactical, business development and personnel.

· Provide support in organizing, leading and managing the PFSCM Client Services and Logistics Teams, through coaching and identifying areas of improvement in standard operating procedures, work instructions and policies.

· Assist the PPM Project Director and other senior leaders to develop overall program strategies.

· Working with the PPM Project Director, Category Managers, the Logistics Manager, and Strategic Supply Chain Unit, contribute to the development and assist in managing a work plan for the effective fulfilment of commodity needs for an effective, agile, and responsive risk mitigation strategy to ensure uninterrupted supply chain operations and business continuity, including supporting and/or leading overall vendor performance management.

· Manages and addresses performance deficiencies and complaints, and oversees the process of continuous program improvement.

· Ensures development, integration, implementation, and collaboration regarding system processes and tools essential to contract success.

· Assists in managing and addressing performance deficiencies and complaints, and oversees the process of continuous program improvement.

· Supports the management of client and vendor relationships and cultivate a robust, proactive, and structured customer service approach that ensures all client complaints are adequately addressed and resolved in a timely and efficient manner, in consultation with the appropriate stakeholders.

· Assumes the role of PPM Project Director as needed when the PPM Project Director is out of the office.

· Oversee preparation of regular and ad-hoc reporting on any order fulfilment-related status and/or performance; including fulfilling client requirements of data sharing.

· Support the development, implementation, and maintenance of standard operating procedures and work instructions, including continuous improvement reviews and updates.

· Help oversee and manage staff and unit performance at a global level and individual level and provide ongoing feedback.

· Perform additional duties as necessary to increase team capacity and maintain performance, working with senior staff and the PPM Project Director.

QUALIFICATIONS:

Professional and Technical Knowledge

· Master’s Degree in business administration or equivalent qualifications.

· 10+ years’ of supply chain management and leadership experience required.

· Significant experience in leading global operations, with emphasis in developing countries.

· Proven track record that demonstrates leadership skills, project management, budget and resource management experience, and customer relationship management capability.

· Experience in the international, public health sector is preferred.

· Previous experience working with international donor agencies, preferred.

· Advanced computing skills in standard software systems, such as Microsoft Word, Excel, and PowerPoint. Experience with ERP required.

· Willingness to travel, and perform other duties as needed.

· Must be eligible to work in the Netherlands.

· Strong leadership and proven ability to recruit, direct, train, and manage a team of personnel.

· Strong action management including the ability to manage project in the most cost efficient manner; resourcefulness, initiative, maturity of judgement, and the ability to make sound decisions under pressing conditions.

Interpersonal skills/Communication

· Strong interpersonal skills with client relations and customer service experience and an ability to work across disciplines and in diverse locations internationally.

· Strong negotiation skills and contracting and service-level agreement management experience with suppliers.

· Experience successfully managing external relationships with a wide variety of stakeholders in multi-cultural environments and in diverse locations internationally, including governments and the donor community.

· Excellent written and oral communication skills. English fluency required, including speaking, writing, understanding, and reading. French/Spanish language skills is a plus.

· Strong organization skills with an eye for details, ability to plan, prioritize, and implement day-to-day operations in a timely manner in a fast moving, dynamic and time-bound environment.
