The Education Pathways to Peace in Mindanao (Pathways) Program works closely with the transitioning government to support enhancing K-3 education outcomes and peacebuilding in the region.
About the position
The Deputy Team Leader – Programs is accountable to the Team Leader for ensuring effective oversight, coordination, and leadership of program technical functions, and the delivery of a coherent Program strategy and implementation plans, aligned with the program results framework and implementation principles. The role leverages expert knowledge and understanding of the education sector and governance and accountability processes in fragile, conflict, or transition settings, adapting to a rapidly changing context and responsive to continuous political economy analysis. The role also provides strategic level Monitoring, Evaluation, Accountability, Research, and Learning (MEARL) advice for the program.
The Deputy Team Leader – Programs manages a team of Technical Lead Advisers (including but not necessarily limited to Curriculum, Learning and Delivery; Teacher Development; Institutional Strengthening, Education Access and Planning) and short-term specialists (other than those directly reporting to the Team Leader). The DTL- Programs also works closely with Pathways consortium partner, the Australian Council for Educational Research (ACER), to mobilise timely technical advice and technical oversight of design, implementation and evaluation of education activities. He/she ensures that a coordinated and strategically coherent body of technical work, aligned with Program Outcomes, is carried out by the team and/or partner organisations working on Pathways technical delivery. He/she will strategically guide Technical Lead Advisers and ensure they work in a complementary, integrated, and politically astute manner. Further, he/she will provide strategic advice and leader ship on Monitoring, Evaluation and Learning. He/she reports directly to the Team Leader and forms part of senior management.
The Deputy Team Leader– Programs plays a key role in ensuring the overall quality of program technical deliverables and will provide oversight of technical intervention activities, in consultation with ACER as required. He/she is responsible for providing guidance on how cross-cutting themes such as political economy analysis (PEA), social inclusion, child protection, peacebuilding, and sustainability can be integrated in program activities, liaising with relevant specialists in these areas. He/she will support the Strategy Adviser in driving strategy on effective engagement between all key stakeholders, ensuring communication and engagement plans are informed by robust, up-to-date, objective and politically informed stakeholder analysis, and that the approach to engagement is sensitive to political and peace building/transition dynamics. The Deputy Team Leader – Programs is part of Pathways’ senior management team, of Pathways Security Management Team , of Pathways’ Drive for Excellence working group, and of other ad-hoc teams that may be established from time-to-time.
