The Program
The Fiji Program Support Facility (the Facility) was established in 2017 to support and implement Australia’s aid programs such as health, education, Australia Awards and governance in Fiji. The Facility also supports the Australia Awards and education programs in Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability inclusion, climate change, emergency preparedness and response and civil society engagement, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.
The Fiji Facility Management Unit (FMU) provides management oversight and support across all Facility-managed sector programs, including supporting the design and MEL for all Facility activities. The Facility-managed Australia’s Support to Fiji’s Health Sector program (the Health program) supports the Ministry of Health and Medical Services (MHMS) achieve the goals and objectives in its Strategic Plan and Annual Operational Plans.
The company managing the Facility on behalf of the Australian Government, Coffey, is recruiting the position of Design, Monitoring, Evaluation and Learning (MEL) Specialist.
The Position
The Design and MEL Specialist will support the Facility’s work in two main areas: leading and managing design and MEL for the Fiji Health Program; and supporting design and MEL across the Facility. The successful candidate will join the Facility team at an exciting point – with expansion of the Facility’s work in specific areas, there will be opportunities to help shape the direction and performance of the Facility’s development activities, particularly in the health sector.
The Person
The ideal candidate will have qualifications in a relevant field, combined with strong, demonstrate experience in MEL and/or design in a donor funded development program context, facilitating complex design or MEL processes, and experience integration gender equality, disability inclusion and/or social inclusion in design or MEL processes. The role will require considerable flexibility, with a shifting balance of workflows across the FMU, the Health Program and other Facility activities as required.
