Terms of Reference For Development and Implementation of Inclusive Stakeholder Engagement Plan for KP Commission on Status of Women (KPCSW)

Cowater International Inc. is implementing an upcoming project Women Empowerment and Political Participation in Khyber Pakhtunkhwa (WEPP-KP) which aims to increase the political participation and enjoyment of rights by women, particularly young and marginalised women and those at-risk.

Under the WEPP-KP Project, Cowater will provide Technical Assistance to KPCSW to develop a comprehensive, inclusive Stakeholder Engagement Plan, commencing with a stakeholder mapping exercise and including communication techniques /tools, objectives, and targets with timelines. In addition, the project will provide orientation to members of KPCSW on the plan and organize follow up meetings to support the implementation of the plan and review progress.

SUMMARY OF THE POSITION

The purpose of this consultancy is:

To develop a comprehensive Stakeholder’s Engagement and Management Plan for KPCSW, including strategies for engaging different types of stakeholders and generating support at the provincial and local levels. The plan will devise a strategy and action plan required to promote the productive engagement of KPCSW’s stakeholders in examining pro-women policies, programs and projects, and make suitable recommendations to the concerned authorities.

OBJECTIVES AND KEY RESPONSABILITIES

The consultant / firm (national) will achieve the following objectives:

  • To review existing stakeholder engagement plan and resources of KPCSW, including the newly developed KPCSW Communications Strategy
  • To organize and facilitate expert consultation with KPCSW to understand stakeholder engagement needs and priorities
  • To develop an institutional level stakeholder engagement plan, including undertaking a stakeholders mapping exercise for KPCSW
  • To provide training and institutional strengthening of KPCSW on use of stakeholder’s engagement plan and associated tools.
  • Identify areas for ongoing support to KPCSW in implementation of Stakeholders Engagement Plan

1. Methodology

A stakeholder engagement expert / firm will be hired for the development of Stakeholder’s Engagement Plan (SEP). The consultant / firm should review any existing strategies and plans at KPCSW for engaging and managing stakeholders using a process of consultation and feedback with the KPCSW. The consultant / firm will design the SEP in close collaboration with WEPP project team and KPCSW.

The consultant / firm will provide a conceptual understanding of stakeholders’ engagement, the potential impact of engagement on KPCSW’s mandate & work, and stakeholder mapping including a list of stakeholders, who will be the target audiences for KPCSW’s SEP. The SEP will need to ensure that all stakeholders are identified, mapped, and illustrate the potential for positive or negative impacts resulting from their engagement (Conflict-Sensitive, Do No Harm Approach). The identification of concerned stakeholders will allow KPCSW to tailor its SEP to a given stakeholder’s needs and capacities and its potential role in women’s empowerment. Robust stakeholder engagement will lead to enhanced policy and program development and monitoring and advocacy for women’s empowerment in the province.

The consultant will focus on a phased approach to engage various stakeholders including consultation, assessment, and recommendation, as stakeholder engagement is an on-going process for KPCSW. The SEP will describe the ongoing stakeholder’s support for the KPCSW and how to expand the engagement of various stakeholders. The characteristics and the role that stakeholders may provide will also be detailed. The stakeholder mapping exercise will be part of the proposed SEP that will identify potential support for women’s empowerment and political participation in Khyber Pakhtunkhwa.

The SEP will introduce various stakeholder engagement tools and materials that will engage and manage stakeholders in the various initiatives of the KPCSW for women empowerment. Following the development of the SEP, KPCSW will be able to adopt technology and culturally appropriate approaches to engage and manage key stakeholders promptly.

All work undertaken through this assignment will be conducted collaboratively and openly, working with the KPCSW to ensure ownership and empowerment through the process.

Activity Timeline

  1. Preparation and submission of inception report, including Stakeholders Engagement Plan (SEP) document outlines: 4 days

  2. Review existing stakeholders’ details and resources (interviews and consultation with KPCSW) : 6 days

  3. Consultation sessions with KPCSW on stakeholder’s support and engagements needs and priorities: 2 days

  4. Draft Stakeholders Engagement Plan, including Stakeholders mapping plan: 10 days

  5. Validation workshop on Stakeholders Engagement Plan with KPCSW and WEPP teams: 2 days

  6. Finalize Stakeholders Engagement Plan (SEP): 3 days

  7. Reporting, and final submission: 3 days

Total days: 30 days

3. Deliverables

  1. An inception report including a work plan, detailed methodology and timeline, and Stakeholders Engagement Plan (SEP) formats, to be submitted within 4 days from the commencement of the assignment.
  2. A draft Stakeholders Engagement Plan (SEP) to be submitted within 10 days of conducting the consultation sessions with KPCSW on needs and priorities.
  3. A final report detailing the process and consultations, including the final Stakeholders Engagement Plan (SEP), to be submitted within 4 days of completing the validation workshop.

4. Qualifications & Experience

Qualification for this assignment will be based on the following criteria:

Qualification Criteria and minimum Acceptable Criteria

  1. Expertise :
    Consultant/firm should demonstrate :

• Expertise in Stakeholders Engagements and communication for the development and government sectors.

• Ability to build institutional capacity in public engagement and public relations.

• Knowledge of issues related to gender equality and women’s empowerment.

  1. Relevant Experience :

• Minimum of seven (7) years of experience delivering public relations, stakeholders engagements, communications and strategic development support to organisations and/or projects.

• Completion of at least three (3) successful contracts / assignments involving stakeholders or community engagements, communications strategies and/or plans, development of public engagement activity, and capacity development during the last five (5) years.

• Experience working with government departments on the subject or communication would be advantage.

• Experience in development public engagement, communications materials or campaigns on the subject of gender equality and women’s empowerment in Pakistan is a distinct advantage for this assignment.

  1. Blacklisting :

No firm or individual who is currently blacklisted by the Government of Pakistan and/or debarred by any donor agency or multi-lateral organisation will be considered. Blacklisting or debarment will result in automatic disqualification from the procurement process.

5. Reporting

The consultant or firm will report to the Team Leader of the WEPP project in electronic version by using conventional formats (e.g. word, pdf, jpg, etc.). The final versions of all documents should be submitted in electronic form, in both word and pdf formats to allow for ease of printing.

6. Place of Assignment

Place of assignment will be Peshawar, Khyber Pakhtunkhwa.

7. Confidentiality

The applicant requires the explicit approval of Cowater International to share to a third party any information or data as well as material or result, which came into the knowledge of the applicant related to this contract. This agreement is applied after it exceeds the duration of this contract.

8. Selection Criteria:

The proposals will be evaluated through a competitive selection process. Following criteria will be followed.

  • Company’s/Consultant’s Profile: 30 points
  • Sample of Previous Work: 20 points
  • Proposed Budget: 20 points
  • Approach and Methodology: 30 points

9. Schedule of payment

  • 20% payment will be made upon submission and approval of the inception report.
  • 30% payment will be made upon submission and approval of the first draft of the Stakeholder Engagement & management Plan.
  • 50% payment will be made following approval of the final drafts or all deliverables.

Taxes will be applied according to Government of Pakistan rules.
