About SOCIEUX+

SOCIEUX+ EU Expertise on Social Protection, Labour and Employment (hereafter SOCIEUX+ or the Facility), is the technical cooperation facility set up by the EU through co-funding from France, Spain and Belgium and the resources managed by the European Commission’s Directorate for Development and Cooperation (EuropeAid). The Facility is implemented by a partnership composed of agencies from EU Member States: Expertise France (the partnership lead), Fundación Internacional y para Iberoamérica de Administración y Políticas Públicas (FIIAPP) from Spain, Belgian International Cooperation on Social Protection (BELINCOSOC) and the Belgian Development Agency (Enabel).

SOCIEUX+ recognises the impact of social protection and employment in reducing poverty and vulnerability. It supports the efforts of EU Partner Countries, in particular low- and middle-income countries in promoting inclusive and sustainable social protection and employment systems. SOCIEUX+ also complements the efforts made through other European Union initiatives.

SOCIEUX+ is results-oriented and demand-driven only. It responds to the direct requests of public institutions and social partners organisations in EU Partner Countries. SOCIEUX+ actions can be implemented in 155 eligible countries and territories worldwide. SOCIEUX+ fosters the efforts of the partner countries in the reform, development and extension of their social protection and employment systems, and labour policies. It enhances the capacities to better design, manage and monitor inclusive, effective and sustainable employment strategies and social protection systems. The Facility implements short-term technical cooperation actions based on peer-to-peer exchange supporting cooperation between EU Partner Countries’ experts from public administrations, social partners and mandated institutions and their peers from EU Member States.

Mission description

The Development & Technical Advisor will join the Facility Management Team (FMT) in Brussels to implement SOCIEUX+’s development strategy in the field of social protection.

The dedicated project team (Facility Management Team, FMT) is responsible for the day-to-day management and implementation of SOCIEUX+. It is responsible for the entire project cycle, from the receipt and assessment of applications to their formulation, approval, preparation, implementation and monitoring and evaluation. The FMT is divided between Paris, Brussels and Madrid. The Brussels-based team members include the team leader, two thematic coordinators, a communication officer, a knowledge development coordinator, a knowledge development officer, a monitoring and evaluation officer and four project officers. The whole project team is under the supervision of the team leader, supported by the deputy team leader.

Under the coordination of the Team Leader and Deputy Team Leader, the Development & Technical Advisor is responsible for the implementation of SOCIEUX+ development strategy in the field of Social Protection. He/she will work in close collaboration and consultation with the FMT, in particular with the Team Leader and the Development Technical Advisor for Labour & Employment. The DTA positions also provide technical advice to the FMT in the respective areas of their responsibility.

The main tasks and functions of the technical advisor are as follows:
•Develop national, European and international professional networks for SOCIEUX+ in thefield of social protection

•Ensure the prospection of new applications in EU partner countries, in particular in prioritycountries

•Contribute actively to the identification and diversification of the expertise to be mobilised

•Liaise with the thematic coordinators for the identification of priority areas and nationalities for the promotion of the Facility and the identification of experts to be mobilised

•Plan business development activities for SOCIEUX+.

•Provide technical advice and support on issues relating to the field of social protection

•Contribute to awareness, communication and visibility activities

•Participate in knowledge development activities

•Liaise with external stakeholders, potential collaborating institutions and partner institutionson issues related to the development of SOCIEUX+.

•Represent SOCIEUX+ in accordance with the instructions of the Team Leader.

•Contribute to the reporting, monitoring and evaluation of SOCIEUX+.

Required profile

Professional experience:
•At least 7 years of professional experience

•Good knowledge of the policies and institutional actors of social protection in an EU MemberState and if possible, at European level

•Good knowledge of European and international issues and institutions related to social protection

•Preferably, working experience within a public administration related to social affairs, in an EU Member State or wide multiple EU international cooperation partner countries

•Preferably, practical knowledge of the EU open mechanism of coordination for social protection

•Experience in the creation, maintenance, coordination and animation of networks of expertise

•Full command of standard computer applications (Microsoft Office).

•Organized, rigorous and methodical.

•Strong reporting skills

•Credibility and effective communication skills

•Ability to dialogue at a high level

•Good writing and synthesis skills

•Responsive and available

•Ability to work fluently in English (written and spoken)

•Proficiency in French and Spanish desirable
