The ‘digital divide’ is severe: 750 million people live in areas without any digital connectivity, and 3.3 billion people live in coverage areas but do not use the internet due to a lack of affordability and digital skills.
The Edison Digital Inclusion Navigator is an innovative online platform that aims to address the growing digital divide and promote digital inclusion. It empowers policymakers and decision makers by providing easy access to resources that provide guidance on how they can accelerate digital adoption, transformation, and connectivity. The online platform addresses the fragmentation of digital responses and weak scalability that often hinders efforts to address digital inclusion. UNDP is developing the platform in collaboration with the World Economic Forum (WEF) and the Boston Consulting Group (BCG) under The Edison Alliance. We are currently in a beta testing phase and aim to launch it to the wider public next year.
The Chief Digital Officer (CDO) at UNDP is leading this effort with the goal of supporting government partners to build inclusive digital eco-systems, as well as transforming the organization internally to enable these changes.
Duties and Responsibilities
SCOPE OF WORK
The primary responsibility of the Digital Inclusion Content Curator is to support the work of the Edison Navigator. This is an exciting opportunity for anyone who is a skilled analyst, strategic thinker, and a changemaker who is passionate about serving the most vulnerable communities around the world.
The Content Curator will be working to support the CDO team’s participation in the EDISON Navigator platform. You will be responsible for curating content in the three main sectors the Navigator is focused on: Financial Inclusion, Health and Education. This is an analytical role that requires identifying new pieces of content and revised the ones already part of the library of the Edison Navigator.
Key responsibilities include:
Evaluate and select digital assets such as country case studies, reports, publications, articles, data sets, playbooks, policies & regulations, capacity building resources such as MOOCs, from a wide variety of online sources
Attach relevant metadata and tags to ensure that digital materials are accessible
Verify accuracy, relevance, and currency of assets, and ensure that content meets Edison Navigator guidelines and standards
Keep digital assets current, accessible, and updated as new versions are released
Determine, facilitate, and enforce the appropriate levels of accessibility for the range of assets stored across multiple institutional populations
Research, obtain, and appropriately document permissions and clearances to use information, images/graphics, videos, etc. from the author and/or original source
Implement and maintain appropriate digital asset storage and organization
Transfer assets into a different digital format or storage repository as needed
Dispose appropriately of any digital assets no longer necessary or relevant to the Edison Navigator

MINIMUM QUALIFICATIONS
Min. Academic Education
Master’s degree in international development, public administration, business administration or similar
A Bachelor’s degree in the above fields with an additional two years of relevant work experience can be accepted in lieu of a Master’s degree.
Min. years of relevant Work experience
Minimum 3 years of relevant work experience (with Master’s degree) or 5 years of relevant work experience (with Bachelor’s degree) across the following:

The application package containing the following (to be uploaded as one file):
A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment.
Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.
A max three-page methodology on how the Offeror will conduct the work within the assignment period.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.
The financial proposal shall specify a total lump sum amount and payment terms around the specific and measurable deliverables of the TOR. Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by the technical manager.
The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel.
In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.
Evaluation process
Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
Being responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weigh 70% and Financial criteria/ Proposal weighs 30%.
Technical evaluation – Total 70% (70 points):
Criteria 1. At least 3 years of previous organizational review and strategic development.
Weight = 30 %; Maximum Points: 30.
Criteria 2. Very good understanding of international organizations functioning including processes, planning, and procedures. Weight = 20 %; Maximum Points: 20.
Criteria 3. Proven experience in drafting high quality assessments and reports Weight = 20 %; Maximum Points: 20.
Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.
Financial evaluation – Total 30% (30 points)
The following formula will be used to evaluate financial proposal:
p = y (µ/z), where
p = points for the financial proposal being evaluated
y = maximum number of points for the financial proposal
µ = price of the lowest priced proposal
z = price of the proposal being evaluated
Contract Award
Candidates obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter a contract with UNDP.
