Staff on probation are not eligible to apply. Applicants for promotion must have served at their position for at least one year and must have normally served at their personal level for at least two years immediately preceding the date of the vacancy closing date. This is a senior staff fixed-term appointment for a period of 3 years. This vacancy is open to internal and external applicants.
If the selected candidate is an external hire, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.
The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his/her selection will be considered an assignment for an initial fixed period of 3 years. If the staff selected has a fixed term appointment, his/her appointment will cease, and he/she will be given a new fixed term appointment for an initial term of 3 years.
Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.03 (Selection, Talent and Position Management) and its Appendices.
Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.05 (Termination Policy) and its Appendices.

Job Purpose
The Director General leads the planning, implementation and supervision of the department’s vision, goals, strategies and work plan in support of overall ADB goals and ensure efficiency, relevance and impact of ADB operations. Oversees the quality of work, ensures the achievement of departmental objectives and continuously keeps the Board and Senior Management informed of emerging developments, opportunities and challenges. Leads internal coordination of the department’s work program and inter-departmental responsibilities for ADB-wide decision-making processes. Anticipates departmental resource requirements and efficiently allocates budget and resources. Manages a range of long-term issues of strategic importance that has implications for the direction and performance of ADB.
The incumbent will report to the Vice President (Administration and Corporate Management) and will supervise International, National, and Administrative Staff.
A priority for this position will be to contribute to modernization, simplification, and improvement of business processes, within BPMSD and across the organization. Applicants will need to demonstrate an ability to help lead a change agenda.
Responsibilities
a. Leadership and Strategic Management
- Establish and cascade the department’s vision, goals, development strategies and key result areas (KRAs) in support of ADB’s goals and in compliance with ADB policies.
- Lead the planning, implementation and supervision of departmental work plans and monitor the quality of output and the achievement of long-term goals and annual objectives for the department.
- Lead workforce planning of ADB based on the analysis and projection on staffing requirements including skills mix to carry out Strategy 2030 as well as the constant review on the organization structure of ADB.
- Lead improvements in the policies and programs of the department and undertake special projects to enhance its efficiency and effectiveness.
b. Budget and Management Services
- Lead the budget and management services functions, which includes the formulation and implementation of the ADB’s overall budget, with due consideration to maximizing effectiveness and efficiency of ADB operations.
c. Human Resources
- Lead the management of and reforms in human resource functions such as recruitment at the international and local level, succession planning, talent management, performance evaluation and improvement, training, conflict resolution, diversity and inclusion, cultural transformation, and job family/grade.
d. Staff Development and Benefits
- Lead the management of and reforms in staff development, compensation, benefits, pension, insurance, and health services functions.
- Lead and support the initiatives to improve staff well-being and promote a healthy, sustainable way of working and living particularly when the staff health risk due to COVID19 remains.
e. Internal Relations
- Oversee effective relationship management and facilitate coordination with the Executive Board, Senior Management, other departments, and internal stakeholders.
- Continuously inform Senior Management of significant developments, emerging opportunities and challenges, and provide timely recommendations as appropriate.
f. Department Operations Management
- Facilitate effective departmental coordination and cooperation with other ADB departments and internal stakeholders.
- Effectively and efficiently lead BPMSD in delivering on its work program, including through motivating staff and handling of staff management issues.
- Anticipate requirements for and manage the budget, resource allocation, and utilization for the department efficiently.
g. Staff Supervision
- Create and lead multidisciplinary teams and ensure the overall quality of its work.
- Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.
Qualifications
Relevant Experience & Requirements
- Master’s Degree or equivalent in Management, Business Administration, Human Resources, or any related fields. University degree and at least 10 years specialized experience relevant to the position can be considered in lieu of a Master’s degree.
- At least 15 years’ relevant experience in one or more of the following areas: operations of ADB or other multilateral development banks, budget planning, management services functions, human resources management, compensation and benefits, preferably in a professional or senior management position.
- International experience working in several countries.
- Has proven senior management experience with a large and diverse organization covering a region and multiple sectors / practices, providing direction as the head of department.
- Understanding of the operational policies and programs similar to multilateral development organizations, extensive exposure to or hands-on knowledge on its operations are highly desirable.
- Cumulative knowledge, experience and fundamental understanding of diverse concepts, principles and practices, and able to share knowledge to benefit ADB and the wider international community.
- Ability to communicate effectively with staff, Management, Board members, and external counterparts.
- Able to manage and motivate staff performance and career development in a diverse workforce, as well as establish a constructive work environment to maximize staff engagement and optimize staff potential.
- Able to directly deal with situations of staff non-performance or breaches of ADB Code of Conduct.
- Able to develop and drive change management strategies to obtain buy-in from staff and guide the Department towards the desired direction.
- Able to be a role model of ADB’s core values to the Department as well as ADB-wide.
- Excellent interpersonal skills to lead and manage a team of highly qualified international staff, national officers, and administrative staff.
- Excellent oral and written communication skills in English.
