Director Global Risk Management, Security and Operations 

The Director of Global Risk Management, Security, and Operations will be responsible for overseeing organizational systems for managing inherent risk in the environments in which NDI operates.  The Director will be responsible for security and emergency planning, orientation, training and responding to crisis situations.  This position will also oversee the non-security functions of the Operations Department including travel and relocation, and office administration. This position is based in Washington, DC and reports to the President and Vice President of NDI.

Essential Duties and Responsibilities

Risk Management

  • Oversee institute wide risk management system designed to identify and assess risks and implement mitigation strategies through policies, procedures and resources. 
  • Maintain and update organizational risk management system including risks registers to assess security, legal, financial, IT, reputational, and programmatic risks; facilitate organizational risk management meetings;
  • Lead cross departmental process to evaluate and secure risk-appropriate insurance; coordinate with insurance brokers and carriers to secure best terms, conditions and pricing to meet NDI’s insurance needs based on best practice, donor requirements and risk tolerance;
  • Maintain and update NDI’s Crisis Management Plan. Serve as Primary Coordinator of the Crisis Management Team;
  • Maintain awareness of best practices in risk management across the development sector;

Safety & Security 

  • Oversee NDI’s security management system to include: risk identification and assessment; plans and procedures for mitigation and response; and orientation and training programs. Provide advice, guidance and support on safety and security issues to NDI leadership, teams and events. 
  • Monitor global security environment to assess impact on NDI offices, programs and travelers; Coordinate a multi-directional flow of security related information to senior NDI management, DC-based program teams and field offices;
  • Communicate security issues to the Executive office and NDI Board.  Report on issues, trends and security management to the Board Security Committee. Update the Board Audit and Risk Committee as needed. Oversee risk management priorities identified in NDI’s strategic plans.
  • Coordinate institutional response to the full spectrum events including security incidents and situations, medical emergencies and evacuations, natural disasters, pandemics, etc. 
  • Maintain and develop contacts and relationships with appropriate international agencies, Embassies, Government agencies as well as NGO security managers and appropriate external working groups (Interaction, OSAC) to share information and best practices;
  • Coordinate assistance and manage relationships with external resources including security and medical assistance providers, crisis response consultants and security companies;

Operations: Office Administration, Travel, Relocation and Procurement

  • Coordinate the development and implementation of policies affecting field office operations, travel and procurement.
  • Provide overall guidance for Operations Department participation in election missions, office openings/closing and other events requiring Operations staff in-country;
  • Oversee management of NDI HQ office including space utilization, facilities, equipment and supplies and access control. 
  • Provide management oversight on the acquisition (leases) of NDI offices and personal residences to ensure overall safety and security of NDI staff and to ensure that NDI policies and procedures are followed;
  • Manage NDI’s travel program ($4.5MM) to ensure cost effective and efficient use of donor funds; ensure that travel rules such as Fly America are followed; regularly audit outside Travel Agency operations; manage the travel risk and duty of care for NDI employees traveling on NDI business; oversee all travel related contract vendors and associated contracts;
  • Oversee the management of NDI’s mobility services to ensure that all international relocations are done according to donor rules and regulations;
  • Clarify interpretations of NDI and USAID procurement, shipping and travel policies

Management

  • Monitor and evaluate the maintenance/effectiveness of the Operations team service delivery;
  • Hire, supervise, plan and direct work, appraise performance and contribute to the professional development of the Operations staff;

Education and Experience:

  • Twenty years of professional experience, including 10 to 15 years of increasing responsibilities in risk management, security, and operations;
  • Experience working in an international non-governmental organization, specifically in an overseas post as a security professional in a developing country, highly desirable; and
  • Demonstrated experience working collaboratively with established non-governmental security coordinating bodies.

 

Required Skills and Abilities:

  • Prior experience leading risk management, security, and operations for a global organization;
  • Proven experience in crisis management with the ability to work well under pressure in time-sensitive and fragile situations;
  • Excellent communication skills (both written and oral); working knowledge of another language a plus;
  • Strong diplomatic skills with ability to work with a variety of different cultures to bring sensitive situations to a positive resolution;
  • Ability to maintain high degree of confidentiality; strong negotiation skills and the ability to quickly problem solve is a must;
  • Extreme flexibility and ability to multi-task; ability to work within an ambiguous, fast-moving environment, while also leading toward clear and effective solutions; and demonstrated resourcefulness in setting priorities and guiding people and financial resources.
