Role
The Director of Development is responsible for the development and implementation of strategic plans to raise and maintain funds cost-effectively and time-efficiently. Duties include overseeing and managing fundraising efforts, building strong and successful relationships with donors and partners, maintaining communications with donors, and collaborating with StARS management and staff to effectively plan, implement, and report on projects and programming.
The Director of Development is a central role in StARS’ co-leadership group, working within StARS’ team of directors to oversee the effective management of StARS as an organization.
Responsibilities
All duties are carried out in collaboration with StARS directors, as part of the co-leadership of StARS. An excellent collaborative working relationship with StARS directors is essential to the success of this role. StARS’ Director of Development will perform a wide range of duties including the following:
Program planning and coordination
● Assist in planning and delivery of the StARS’ core programs and the activities of each in accordance with StARS’ mission, strategic plan, and donor requirements.
● Ensure theories of change for StARS’ core programs are in place and relevant to the needs of StARS clients and students. Provide training and support to StARS’ management to ensure a deep understanding and effective implementation of the theories of change driving StARS’ work.
● Liaise with other directors to ensure effective and efficient program delivery.
● In partnership with StARS’ directors and co-leadership group, develop new initiatives to support the strategic direction of StARS.
● In cooperation with the Director of Programs, Director of Finance, and other directors as relevant, develop annual budgets and operating plans for all StARS’ programs.
Fundraising and donor relations
● In cooperation with the Director of Finance and StARS co-leadership group, develop and implement StARS’ annual financial plan, identifying funding gaps and developing strategies accordingly.
● Develop funding proposals for StARS as a whole and projects individually, as needed, to ensure the continuous delivery of services.
● Meet prospective donors and supporters on a continual basis to establish effective communication and relationships with them.
● Develop in-depth knowledge of StARS’ donors, including donor and project direction, interests, budgets, and other requirements. Lead StARS’ co-leadership and management staff in managing donor relationships and implementing projects accordingly.
● Coordinate with fundraising organisations that support StARS’ work, developing fundraising drives.
● Support and train StARS management and ‘Ambassadors’ staff group in effective approaches to donor relationships.
● Oversee grant seeking, including research, proposal writing, and reporting requirements.
● Ensure donor reports meet quality standards. Provide feedback and training to StARS management and M & E team accordingly.
● Identify and pursue funding opportunities for StARS, through a range of potential donors, including traditional and long-standing StARS’ donors, as well as new funding opportunities through foundations and other philanthropic flexible sources of funding.
● Support StARS’ Community Outreach Fundraising Officer in developing fundraising strategies for refugee-led community-based organisations (CBOs), supporting the identification and pursuit of suitable fundraising opportunities.
● Provide training as needed for StARS staff and CBO management on fundraising, project planning, proposal writing, and reporting.
● Oversee StARS’ fundraising database and tracking systems.
Staffing and human resources
● Provide supervision, support, and line management to cross-cutting positions as needed.
● In consultation with the StARS co-leadership group, recruit, interview, and select senior program staff.
● Ensure necessary staffing is in place for effective implementation of projects.
● Ensure all staff members receive appropriate training and professional development.
Qualifications and characteristics of the ideal candidate:
● Excellent oral and written English. Fluency in Arabic is an advantage.
● Strong writing skills, with experience in developing and reviewing program plans, proposals, and reports.
● Exceptional interpersonal skills, with an ability to develop and maintain nuanced relationships according to interests, requirements, and need.
● Knowledge and experience of fundraising and donor relations. Knowledge of funding through foundations and other flexible funding opportunities highly desired.
● Experience in program or organizational management.
● University degree in a related subject (development, not-for-profit management, law, etc.).
● Knowledge of issues related to urban refugees in the Global South. Knowledge of the Egypt operating environment is a distinct advantage.
● Proficiency in word processing, simple accounting, databases, and spreadsheets.
● Lived experience of forced displacement is an advantage.
● Commitment to StARS’ vision and mission.

● Organize: Set priorities, develop a work schedule, monitor progress towards goals, and track details, data, information, and activities.
● Plan: Determine strategies to move StARS forward, set goals, create and implement actions plans, and evaluate the process and results.
● Solve Problems: Assess problem situations to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem.
Hours: 8 hours/day, 5 days/week (Sunday – Thursday), and other hours (weekends and evenings) as required.
Supervised by: The Director of Development will be a member of the StARS Executive Co-Leadership Group
Salary: 20,000 EGP/month, rising to 21,000 EGP/month following successful completion three-month
probationary period. Plus 4,020 EGP/year Health Coverage and 100 EGP/month Saving Scheme
Contribution upon completion of probationary period.
