Introduction

Mercy Hands’ MEAL Department was established in July 2019 and since then many aspects of the MEAL Dept. have been established, such as:

  • The development of an organization-wide MEAL Strategy and Policy.
  • The creation of the majority of MEAL procedures, tools, templates, and corresponding guidance.
  • The staff have been informed of the key responsibilities of the MEAL Department.
  • The development and implementation of a robust and organization-wide Complaints, Feedback, & Response Management (CFRM) system for beneficiaries.
  • An increasing number of Mercy Hands projects have at least one designated M&E staff member.
  • MEAL expenses are more consistently included in project budgets.
  • All projects in which there are MEAL resources included in the budget have MEAL tools and frameworks developed by the MEAL Manager.
  • The majority of proposals and budgets are reviewed by the MEAL Manager for MEAL-related inputs.
  • The MEAL Department supports the majority of data collection and analysis undertaken across the organization.
  • The MEAL Manager oversees M&E activities for all projects with at least one M&E field officer.
  • Overall, increased quality control capacity at Mercy Hands and involvement of the MEAL Department in end-products to donors.

Mercy Hands is looking for a Director for the department who will lead it and advance its mission.

Position

Within Mercy Hands’ organizational hierarchy, the Director of MEAL Dept. works under the direct supervision of the Executive Director/ CEO.

Contract

One Year, renewable. Position to be filled ASAP.

Location

Baghdad, Iraq.

Salary and Fringe Benefits

Salary ranges between $2000 and $2500 per month, depending on experience and qualifications.

For expats, there will be the following fringe benefits:

  • Mercy Hands will cover social security, income tax, and health insurance;
  • Reimbursement of the airfare ticket when arriving to the country and airfare ticket when departing the country at the end of the contract;
  • $1500 annual allowance for airfare tickets;
  • 30 days annual leave; plus sick and maternity leaves;
  • Mercy Hands will be responsible for obtaining and renewing the visa and all related expenses.

Duties

  • Support MEAL and project staff in timely development and implementation of monitoring framework and tools for assigned projects;
  • Oversee monitoring and evaluation activities for assigned projects;
  • Monitor and report on indicators for assigned projects;
  • Submit weekly internal M&E reports and highlight any concerns;
  • Conduct data analysis for reports;
  • Develop MEAL data collection tools, templates, and training materials;
  • Train and build capacity of MEAL staff;
  • Ensure that MEAL process, systems and procedures are upholding the safety and dignity of stakeholders;
  • Manage the Mercy Hands complaints and feedback response system;
  • Ensure the accuracy of all data presented in reports to stakeholders including to donors, local government units, partners, community beneficiaries, among others.
