Position Summary
Reporting to the Chief Financial Officer, the Director of Procurement is responsible for the day-to-day management and administration of all ICAP New York-based procurement and accounts payable activities.
Responsibilities include all global purchase orders for equipment and supplies, consultant contracts, executed under ICAP grants and contracts and accounts payable functions including wire payments, other methods of electronic payments and the administration of petty cash. The Director, Procurement will develop a global procurement process and structure, a system of assessment, evaluation, and training. The incumbent will design, implement and monitor operation of a regional procurement structure.
Responsibilities
Plan and direct the procurement and contracting services for complex goods and services utilizing a variety of procurement methods, ensuring that all procurements comply with applicable laws, regulations and policies (10%)
Manage procurement activities and execution of various services contracts; and execution of various goods contracts; and all non-competitive procurement activities (10%)
Evaluate and conduct clarification of contract terms, conditions and intent on all procurement documents (5%)
Conduct final review all procurement decisions and contract executions (5%)
Oversee the issuance of all purchase orders and reconciliation activities (5%)
Develop and/or modify as needed procurement policies and procedures and incorporate new legislative and regulatory directives in the overall procurement process (5%)
Develop and facilitate relevant trainings and provide technical support to ICAP country offices, as needed to improve their administrative systems, monitoring capacity and financial management capacity (5%)
Interface with auditors and compliance monitors to identify and mitigate risks and improve ICAP controls (5%)
Manage requests for audit documentation and prepare responses to auditing entities (5%)
Manage the issuance of weekly, monthly, quarterly and annual reports as well as ad hoc reports (5%)
Develop relations with programs and obtain timely information to support programmatic needs (5%)
Implement and administer best practices throughout the procurement cycle to drive continuous improvement in financial efficiency and service levels (5%)
Ensure all procurement and agreement files are accurate, complete and maintained in an orderly fashion (5%)
Manage the development, implementation and delivery of procurement training needs (5%)
Confer with and advise CFO of critical issues related to procurement and provide suggested solutions (5%)
Provide guidance on subrecipient procurement activities as needed (5%)
Manage procurement and accounts payable staff in daily activities, including preparing overall work schedules, setting priorities, and reviewing work for effectiveness, efficiency and compliance with established rules and guidelines (5%)
Perform other duties and special projects as may be requested. (5%)
Minimum Qualifications
Bachelor’s degree or equivalent in experience and education
Minimum 5 years of experience
Advanced knowledge of OMB Uniform Guidance; Federal Acquisition Regulations: 22 CFR 226 and 22 CFR 228 and the grants policies of HHS (CDC and HRSA), NIH and USAID
Demonstrated experience in preparing and managing US Government grants and contracts
Demonstrated experience in exercising sound business judgment to wisely prioritize and successfully perform multiple and complex tasks under pressure
Ability to maintain and build professional relationships internally and externally; Communicate effectively both orally and in writing with staff and people from diverse cultures and backgrounds
Development and facilitation of successful, impactful and relevant trainings
Demonstrated proficiency in the use of Microsoft Office Suite (especially Word, Excel and PowerPoint).
Outstanding organizational skills with demonstrated ability to manage staff in the prioritizing of multiple projects with conflicting deadline pressures and competing priorities
Preferred Qualifications
Master’s degree in related field preferred
Five (5) years of supervisory experience in relevant field
Four (4) years of international procurement experience
Experience working within an international non-profit or academic sponsored projects setting
Other Requirements
3-4 international trips per year which may last up to 2 weeks in duration
