The Position

The Director, Programmes and Operations (Pacific) [DPOP], based in the IPPF Sub-Regional Office for the Pacific (SROP) in Suva, will report to and work closely with the ESEAOR Regional Director to lead the design, development and delivery of IPPF’s programme and operations in Pacific countries to support IPPF member associations (MAs) to provide comprehensive sexual and reproductive health and rights (SRHR).

The Director leads the implementation of the Niu Vaka Pacific strategy, funded through multiple funding streams, which is a roadmap for determining programme priorities, MA capacity building and transformation plans, resource mobilization and advocacy efforts. These will contribute to delivering ambitious outcomes of our new Strategic Framework (Locally Owned: Globally Connected: A Movement for Change). The Director will ensure that Pacific MAs have annual and long-term strategic plans which are in alignment with IPPF’s current and future strategic frameworks. The Director is responsible for monitoring continued compliance with IPPF programmatic and financial standards and adherence to all safeguards required by IPPF and donors. In addition to IPPF core funds, the role will oversee delivery of restricted programmes. This will include strengthening the development-humanitarian nexus and working closely with IPPF’s Deputy Director Humanitarian Director.

The Director will provide high-level strategic representation for IPPF in the Pacific and is required to build and maintain strong, relationships with bilateral and multilateral partners. The position will build and leverage strategic partnerships to mobilise resources and support for IPPF’s work. He/she coordinates IPPF’s partnership and advocacy activities in the region to ensure IPPF MAs remain key players and highly visible in the region. The Director will closely work with Resource Mobilization and New Business Development teams in London and Kuala Lumpur to increase and diversify resource base for the region. He/she will strengthen IPPF’s capacity and capability in delivering effective programmes and increase the number of high-quality and integrated sexual and reproductive health services provided in the Pacific while also advancing the rights-based agenda.

The priorities for the role include:

Programmes:

· Lead development of IPPF Pacific programme that supports IPPF’s Vison and Mission and contributes to the achievement of the 2016-2022 Strategic Framework in the Pacific.

· Be responsible for IPPF operations in the Pacific and lead the development of MA transformation plan

· Oversee delivery of various restricted funded projects and ensure activities are completed on time, to budget and to a high quality.

· Provide day to day management, mentoring and guidance to IPPF Pacific office team (development and compliance)

· Support MAs to introduce innovative programmes to reach more vulnerable and underserved groups.

· Develop and implement MA capacity building strategy and plans

· Oversight the development of the Integrated Annual Workplans for SROP and MAs

· Ensure close collaboration with the Humanitarian team to promote work across the development – humanitarian nexus

· Coordinate technical assistance for MAs, including facilitation of MA-MA collaboration

· Provision of timely and quality information to donors as required

Operations

· Contribute as a key member of the ESEAOR Directors Leadership Team (DLT)

· Work extensively to expand the capacity and capabilities and strengthen financial and operational systems of MAs and SROP office.

· Ensuring systems are consistent across both ESEAOR and SROP.

· Strengthen governance of MAs, as well as strengthening organisational effectiveness

· Implement IPPF global policies, for example, Unified Secretariat initiatives.

· Support the implementation of governance and accreditation requirements of MAs.

· Ensuring that Members have robust financial management and control systems in place.

· Quality assure donor reporting.

· Liaison across various IPPF entities, including London, ESEAOR, Melbourne Office, especially with regard to Unified Secretariat.

External Relationships/Partnerships

· Build and maintain strong relationships with bilateral and multilateral donors through high-level strategic engagement and communications.

· Identify and collaborate with potential partners including national governments, civil society organising, community managed organisation like youth and women groups.

· Promotion of IPPF in the Pacific through quality and high-level engagement, evidence and documentation on IPPF activities with donors, partners, the media and the general public

· Advocate for IPPF’s policy positions with local authorities, government representatives and officials, and partners in the Pacific including regional organisations.

· Implementation of resource mobilisation strategies and activities for the Pacific region and Pacific MAs

· Support the development of project designs and tender responses at sub-regional and national level (MAs)

PROVEN ABILITY

For this key role, IPPF is seeking a senior international health or development executive with proven leadership capacity and significant experience in building strategic partnerships, program design, implementation, and management in the Pacific region. The successful candidate will have strong demonstrable experience in delivering outputs and outcomes particularly as they relate to SRHR. Experience in advance application of SRHR in developing countries essential, with Pacific experience highly regarded. The ideal candidate will have extensive experience in SRH service delivery and health systems strengthening, programme and project management, with proven ability in producing results working in a range of Pacific countries.

Competencies

· Proven leadership skills, particularly of a geographically and culturally diverse team

· Strong, demonstrable experience in delivering outputs and outcomes particularly as they relate to SRHR in the context of Pacific

· An effective and accomplished leader with a proven track record of identifying and developing strategic opportunities

· A strong track record in leadership and staff management (at times, virtual) and staff development/capacity building.

· Demonstrated ability to think and operate strategically and transform strategies into results.

· Extensive experience in managing and inspiring performance of staff from diverse backgrounds and cultures.

Programme Management

· Extensive experience in programme and project management, with proven ability in producing results in Pacific.

· Strong policy and programme development, implementation, reporting and evaluation skills

· Substantial understanding or proven experience of security, child protection, risk and fraud management issues.

· Solid budgeting skills and knowledge of key donor policies

· High level strategic planning experience

· Experience working across the development-humanitarian nexus highly regarded

Resource mobilization, external representation, and advocacy

· Strong representation, advocacy and influencing skills at local, national and regional levels with a proven ability to build consensus

· Well-established resource mobilization skills and contacts – including significant experience in preparing bids and tenders for a range of SRHR donor agencies.

· High level advocacy experience including making evidence-based representations to national and regional organisations and governments

· Ability to build personal networks at senior levels and bring in new opportunities for the organisation.

Interpersonal acumen

· Excellent verbal and written communication skills, including the ability to express technical concepts clearly and concisely to a variety of audiences.

· Strong networking skills and relationship building skills, with the ability to command interest in and liaise with key stakeholders on SRH issues.

· Excellent interpersonal including the ability to be tactful, influence and negotiate

· Significant cultural awareness, with the ability to work well and produce results across transnational environments with people from diverse backgrounds

· Strong commitment to localisation

Other skills and criteria

· Sound judgement, particularly in constrained and pressured situations and environment.

· Ability to provide management support and capacity building remotely.

· Capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

· Significant experience working in a range of Pacific countries and/or cross-cultural experience.
