We work with governments, international development banks, including The World Bank and Inter-American Development Bank, UN agencies, NGOs and other partners in the international development and humanitarian assistance sector to help communities build resilience to natural disasters.
We are currently seeking a Disaster Risk Finance/Economics Expert for an anticipated disaster mitigation and resilience project in India. The position is contingent on award. This is a 6-month assignment. This position is envisioned to be remote, but priority will be given to consultants based in New Delhi, India.
Some of the central responsibilities of this position may include:
Responsibilities:
- Financial management and advisory services on loss assessment, cost-benefit analysis, financial risk management. Advisory services to government institutions is an asset.
- Development of methodologies towards estimation of infrastructure damage and risk, cost-benefit analysis (strengthening/upgradation of replacement costs) and maintenance costs.
- Financial and economic analyses and assessments, including pre-feasibility and feasibility assessments, cost-benefit analysis, affordability analysis, risk analysis, forecasting, commercial evaluations, estimations of cost of downtime, etc.
- Documentation of the process of fund allocation and utilization for disaster preparedness, response, and recovery during and after disaster events. Identification of systematic bottlenecks that create gaps between fund allocation and fund release in post-disaster situations.
- Documentation of pre-disaster activities undertaken by institutions to expedite recovery and reconstruction.
- Disaster risk financing and applicability of innovative mechanisms to finance resilience, drawing on recent global experience.
Minimum Qualifications:
- Ph.D. or Master’s Degree (or equivalent preferred) in Finance and Management/Economics.
- Minimum 10 years of experience in roles that match responsibilities above.
